The Government of the Federal Democratic Republic of Ethiopia has received financing from the World Bank toward the Food System Resilience Program (FSRP) and intends to apply part of the proceeds for Consultancy Service for Value Chain Development.

• Objective of the Consultancy Service

The overall Objective of this assignment is to carry out an in-depth value chain study, value chain development models, and provide capacity building for implementing sustainable Value Chain development activities for FSRP commodities based on the results of the survey through Identifying critical bottlenecks, gaps, and opportunities and providing appropriate intervention recommendations/value chain development models to enhance value chain efficiency.

• Specific Objectives

• Scope of the Service

The consulting firm will undertake the following tasks

3.1 Value chain analysis of the targeted commodities, and come up with concrete and feasible intervention recommendations, validating with stakeholders and updating the findings on

• Crop /Horticulture on the target commodities (Maize, Common bean, Noug and potato) under 21 FSRP Wordas across Seven regions in the Country specified on the TOR.
• Livestock Development (Dairy Villages and Poultry Villages) under 9 FSRP Wordas across seven regions the country specified on the TOR.
• Coffee under 2 FSRP Wordas across Two regions in the Country specified on the TOR.

3.2 Value Chain Development/Business Advisory Services.

5. The Ministry of Agriculture FSRP now invites eligible consulting firms to indicate their interest in providing these Services. Interested Consultants should provide information demonstrating their qualifications and relevant experience.

6. The short-listing criteria are:

• Experience in similar project

Technical and managerial Organization of the Firm:

• Managerial and Technical Organization setup

Key Experts will not be evaluated at the short-listing stage and, accordingly, CVs should not be submitted.

7. The attention of interested Consultants is drawn to Section III, paragraphs,3.14, 3.16, and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers (July 2016, revised November 2017, July 2018, November 2020, September 2023 and February 2025) (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

8. Consultants may associate with other firms to enhance their qualifications. Clear indication of the forms of association (joint venture of sub consultant) is required. In the case of a joint venture, all partners will be jointly and severally liable for the entire contract if selected.

9. A Consultant Firm will be selected in accordance with the Quality& Cost Based Selection method set out in the Procurement Regulations.
