Audit of the Financial Statements of the Reducing Rural Poverty

and Malnutrition Project II (RRPMP II)

(Consultant Firms Selection, Ref. No. C3-FS-01, Project ID No. P178883, IDA Credit No. 7431-LA)

The Government of Lao People’s Democratic Republic (GoL) has received financing support from the World Bank’s (WB) International Development Association (IDA) to implement the Reducing Rural Poverty and Malnutrition Project II (RRPMP II) with a project duration of five (5) years starting from middle of year 2024. RRPMP II will implement a nutrition-sensitive social protection program or a Conditional Cash Transfer (CCT) Program to address issues of poverty and malnutrition and develop and implement mechanism to ensure multi-sectoral coordination, planning, monitoring, and evaluation of the nutrition convergence approach: the Reducing Rural Poverty and Malnutrition Project. The Project Management Unit (PMU) for the RRPMP II is the Department of Rural Development (DRD) within the Ministry of Agriculture and Forestry (MAF) in Vientiane Capital, which has overall responsibility for operational aspects of the project at the national and sub-national level including contract administration, financial management, procurement, and monitoring and evaluation, as well as overseeing implementation.

To ensure timely implementation or the Project, this REOI is issued for conduct an Audit of the financial statements of the Reducing Rural Poverty and Malnutrition Project II (RRPMP II). The objective of the audit is to enable the auditor to express a professional opinion on the Project’s receipts and expenditure for each of the project accounting period specified below. The project’s books of account provide the basis for preparation of the financial statements and are established to reflect the financial transactions in respect of the project.

The auditor is expected to start the assignment as soon as possible, for an estimated total 5-years period. Total budget for the services is estimated at USD 100,000. The detailed Terms of Reference (TOR) for the assignment can be obtained at the address given below.

The RRPMP II, Department of Rural Development, MAF now invites eligible audit firms (“auditor”) to indicate their interest in providing the Services. Interested Auditors should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services, specifically:

  • Provide information showing that they are qualified in the field of the assignment.
  • Provide information on the technical and managerial capabilities of the firm.
  • Provide information on their core business and years in business.
  • Provide information on the availability of qualified staff.

The shortlisting criteria are:

  • Criterion 1 (20%): Be a legal entity with business license granted by appropriate authority;
  • Criterion 2 (20%): Be an entity acceptable to the World Bank as technically competent, independent and able to comply with International Standards on Auditing (ISA), and have adequate quality control to ensure compliance with ISA, International Standard of Quality Control (ISQC 1) and other requirements;
  • Criterion 3 (20%): Minimum 10 years’ experience in financial auditing in the public sector organizations;
  • Criterion 4 (20%): Experience in auditing in the region or Laos;
  • Criterion 5 (20%): Extensive experience in financial statements audit of World Bank and/or donor funded projects; and no conflict of interests in relation to the project and its activities.

Expressions of Interest (EOIs) shall be submitted in English. Audit firm are required to submit a maximum of 5 most (in total, not for each criterion) relevant past contract references for examination. Should the Consultants include more than 5 past references, Client shall examine and score only the first five listed references. Key Experts will not be evaluated at the shortlisting stage.

The attention of interested Audit firm is drawn to paragraphs 3.14, 3.16 and 3.17 of the World Bank’s Regulations Procurement in Investment Project Financing - Goods, Works, Non-Consulting and Consulting Services (July 2016, revised November 2020 edition), setting forth the World Bank’s policy on conflict of interest.

A audit firm will be selected under the method of quality and cost-based selection (QCBS) in accordance with the said WB Procurement Regulations, which can be found at the following website: https://www.eib.Org/en/publications/guide-to-procurement.htm. A shortlist of firms will be established based on the submitted expressions of interest and in line with the criteria as outlined above. A shortlist of five to eight best qualified firms/associations shall be selected for the next phase of evaluation, based on the scores obtained. Shortlisted Consultants will be invited to submit full technical and finance proposal.

Expression of interest must be delivered to the address below by 17.00h (Local time of Vientiane Capital, Lao PDR, GMT+7) of 13 June 2025 as the deadline for the submission (electronic submission is acceptable).
