Assignment Title: Consulting company for development of Feasibility Study and Bidding Documents for Lower Tar Small HPP and Bystrovskaya Small HPP
The Kyrgyz Republic has received for financing from the International Development Association (IDA) (the “Bank”) toward the cost of Kyrgyz Renewable Energy Development Project (KRED) and intends to apply part of the proceeds for consulting services for development of Feasibility Study and Bidding Documents for Lower Tar Small HPP and Bystrovskaya Small HPP.
The objective of the consulting services (“the Services”) is to provide technical assistance for Ministry of Energy of the Kyrgyz Republic to develop the new Lower Tar SHPP and rehabilitate the existing Bystrovskaya SHPP. Consultant’s support is required to carry out a feasibility study of Lower Tar HPP, and prepare the tender documents for and assist in the process for procuring contractors for the construction of the new Lower Tar HPP and the rehabilitation of the existing Bystrovskaya SHPP according to the World Bank’s Procurement Regulation.
It is envisaged that the assignment will take about 20 months to complete with an expected start date in Q4, 2025. The detailed Terms of Reference (TOR) for the assignment can be downloaded on the below link:

The Ministry of Energy (MoE) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
Shortlisting Criteria
1. The consulting firm shall have at least 15 years of consulting experience in the power sector with one of the core business areas on hydropower power design, feasibility study and development.
2. The consulting firm shall have carried out at least three (3) similar assignments involving preparation of feasibility studies for hydropower plants of over 15 MW with dam height of more than 20 meters and spillways with design flow over 1000 m3/s or more – in the last 10 years, at least one of them outside the firm’s home country.
3. The consulting firm shall have carried out at least two (2) similar assignments involving the preparation of bidding documents and provision of support during tendering process of infrastructure projects in accordance with Procurement Regulations of the World Bank and/or other similar multilateral/bilateral financers.
4. The consulting firm shall have the management and technical capacity and quality assurance system to undertake the required assignment satisfactorily and within the specified timeframe (please do not submit CVs of experts at this stage).
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications (type of association shall be clearly indicated in the proposal). The Consultants may submit their Expressions of Interest as individual firms or associate in the form of joint venture or sub-consultancy. However, the qualification of the sub-consultant will not be evaluated when forming the shortlist. In case of joint venture, all the members of the joint venture should individually meet shortlisting criteria and shall be jointly and severally liable for the entire assignment, if selected.
A consultant will be selected in accordance with the Consultant’s Quality and Cost Based Selection (QCBS) method set out in the Procurement Regulations.
