1. Background

The Government of the Republic of South Sudan (GRSS) has received a grant from the World Bank towards the implementation of the proposed South Sudan Health Sector Transformation Project (HSTP). The HSTP aims to strengthen MoH capacity in management of health services and will contribute to the sustainability of the program. The project is to (i) provides a basic package of health and nutrition services based on the principle of continuum of care throughout the lifecycle (childhood, adolescence/adulthood, pregnancy, childbirth, postnatal period), and among the models of service delivery (including clinical care settings, outreach, and household and communities); and (ii) supports the primary care facilities nationwide with the basic inputs for maintaining their operational capacity.

The project will be implemented under a Project Management Unit (PMU) where technical assistance under the project management component is needed to support aspects such as third-party monitoring, M&E, implementation of Environmental and Social Standards, fiduciary capacity building, etc. In order to enhance coordination of community health service between the MOH, State Ministry of Health (SMoH) and the Management Organizations (MOs) (UNICEF and WHO); there is a need to contract Boma Health Initiative (BHI) focal person to support the State Ministry of Health to ensure that the implementing agents are delivering community health services.

The Ministry intends to apply part of the proceeds of the grants towards procurement of Monitoring and Evaluation Support Officer to support in overseeing environmental and M&E, and to ensure the project implementation is in compliance with the Environmental and Social Management Framework (ESMF).

2. Scope of services

Environment Supported Tasks:

  • Monitor the implementation of ESS measures in accordance with the project’s ESMF and all its instruments i.e. Labor Management Procedures (LMP), Medical Waste Management Plan (MWMP), Resettlement Framework (RF), Stakeholder Engagement Plan (SEP) and Security Risk Assessment Management Plan (SRAMP).
  • Monitor project implementation focusing on performance on E&S safeguards instruments and flag any issues or gaps to ensure that IPs and subcontractors comply with the ESHS specifications of their respective contracts, and conduct post review of subprojects issued under the HSTP.
  • Provide training and targeted capacity-building to funded and supported partners with the view of enabling them to monitor and evaluate their own activities, gather relevant data and produce relevant reports as per indicators.
  • Manage mitigation measures and actions emanating from the ESS risk identification process and provide periodic reports of such projects. This involves closely monitoring project activities during implementation through progress reports and site visits to ensure implementation of and adherence to environmental and social impact mitigation measures.
  • Guide fellow HSTP staff members and health workers in identifying and designing key ESS indicators for each project component for effective ESS M&E during implementation.
  • Manage the Grievance Redress Mechanism (GRM) and monitor the registry of grievances lodged at the facility and community level, and/or participate in the conduct of investigation and resolution processes of grievances.
  • Contribute in the development and improvement of the SES Operations Manual and SES Instruments and other procedures for safe handling and storage of hazardous products.
  • Maintain the database where all risk screenings, mitigation plans, reports, and reviews are stored, and provides public disclosure of project safeguards actions
  • Document and recommend lessons learnt on social sustainability to integrate in the design and implementation modalities of new operations to enhance social benefits and conduct post review of subprojects issued under the HSTP.
  • Promote sustainable environmental practices to ensure reduction of environmental footprint of the project and facilitate restoration in the long term.
  • Support and collaborate closely with the work of independent consultants who may be hired to elaborate specific mitigation plans needed to address additional risks identified during project implementation.
  • Lead the formulation and execution environmental plans, including environmental assessments such as ESIA/ESMPS, as well as environmental investigations identifying the root causes of incidents such as pollution spills, accidents, or violations of environmental regulations.
  • Coordinate with IPs and stakeholders in crafting and enforcing the Environment Management System.
  • Undertake any duties or tasks assigned to them by the ESS Officer.

M&E Supported Tasks:

  • Ensure that all the platforms encompass all database streams, and it interfaces with existing DHIS2, IDSR, EWARS.
  • Ensure accuracy and timely submissions of Data from Management Organization and Implementing Partners.
  • Participate in quarterly data verification assessment, health facility functionality assessment, biannual health service quality assessments, data quality verification and patient feedback and present summaries to the MoH and other stake holders.

Government officials or civil servants will not be considered unless: (i) they are on leave of absence without pay or have resigned or retired six (6) months prior to the date of the advert; (ii) their employment will not create conflict of interest.

3. Duration:

The M&E Support Officer will be contracted for an initial period of twelve (12) months. This period is subject to extension based on satisfactory performance, availability of project funding and project needs. The position shall be based in Juba, South Sudan.

4. Qualifications and Work Experience

The individual consultant will be selected in accordance with the Open National Selection of Individual Consultants method set out in the Procurement Regulations. The consultant will be selected based on the following criteria.

A. Educational Qualifications

  • A Bachelor’s degree in Monitoring and Evaluation, Information Management Administration, Project Management, Engineering, Statistics, Economics or any other relevant academic background

B. Professional Experience

  • At least a minimum of 5 years of relevant experience in monitoring and evaluation, research, results-based management preferably in development programs and multi-stakeholder engagement in the fields of rural development and/or conservation for international development partners.
  • Experience in Project M&E with international development sector in FCV environments is required, and particular experience in South Sudan is highly desirable.
  • A track record of having worked directly with local communities in development, environment or education projects;
  • Excellent skills in oral and written communication in English, and good knowledge of IT processes;

5. The Ministry of Health now invites eligible consultant to express their interest in providing above mentioned services. Interested consultants must provide information indicating that they are qualified to perform the services and furnish their Curriculum Vitae (CV) and copies of their academic qualifications. 6. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” dated September 2023 Fifth Edition (Procurement in investment Project Financing; Goods, Works, Non-Consulting and Consulting Services), setting forth the World Bank’s policy on conflict of interest.
