Assignment Title: CONTRACTING CONSULTING SERVICES FOR THE INTERNATIONAL REGISTRATION OF THE NEW TOURISM BRAND FOR THE DESTINATION OF CABO VERDE.

1. The Government of the Republic of Cabo Verde has received from the International Development Association – IDA/ World Bank (hereafter named “World Bank”), a Credit (hereinafter called “Credit”) toward the costs of the Resilient Tourism and Blue Economy Development in Cabo Verde Project and intends to apply part of the proceeds for consulting services. The objective of the Project is to increase diversity and resiliency in the tourism offering and SME participation in tourism-related value chains in targeted destinations.

2. The objective of this Consulting Service (“the Service”) – is to Support the ITCV in the registration and international protection of its new tourism brand in priority global markets; Ensure that the brand is positioned legally and strategically in order to promote global recognition and access to markets.

The assignment is expected to take about 18 months from the date of signing the contract.

3. More detailed information is provided in the Terms of Reference (TOR) for the assignment that can be obtained at the address given below, from 8 a.m. until 4 p.m. (local time), during working day, or in written at the email address below, or can be found at the following website: http://www.mf.gov.cv/ https://ugpe.gov.cv.

4. The implementing agency Unidade de Gestão de Projectos Especias (UGPE), now invites eligible individual consultants (Consultant) to express their interest in providing this service. Interested individual Consultants must provide de following documentation/information indicating that they are qualified to perform the services: A Letter of Interest dully signed and updated Curriculum vitae indicating description of similar assignments, experiences and contact references in similar service, among others relevant material.

5. The individual consultant shall have the following qualifications:

• The consultant (individual) must be a licensed, practicing attorney with a specialization in intellectual property law. They must have at least 5 (five) years of proven professional experience in the field of intellectual property. They must also;
• Demonstrate international work experience;
• Demonstrate experience in dealing with trademarks in multiple jurisdictions, such as the WIPO/Madrid Protocol;
• Have experience working with governments or public institutions;
• Fluency in Portuguese and English.

6. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers”, dated July 1, 2016, reviewed in February 2025 ("Procurement Regulations"), setting out the World Bank"s policy on conflict of interest.

7. An individual Consultant will be selected in accordance with the Individual Consultant Selection (ICS) method set out in World Bank’s “Procurement Regulations for IPF Borrowers”, dated July 2016, reviewed in February 2025.
