Assignment Title: Consulting Services for Review and Update of the Environmental and Social Impact Assessment Study (ESIAS) and Resettlement Action Plan (RAP) within the scope of the
Construction Works of the Moamba Major Dam, Maputo Province Reference No: MZ-DNGRH-464234-CS-QCBS
1. The Government of Mozambique (GoM) received financing from the World Bank (WB) toward the cost of the Regional Climate Resilience Program for Eastern & Southern Africa (RCRP/E&SA).
The RCRP aims to increase the resilience of vulnerable populations against climate shocks such as cyclones, floods and droughts. Therefore, the GoM through the National Directorate of Water
Resource and Management (DNGRH) with the support of the WB, intends to hire a consulting service to Review and Update of the Environmental and Social Impact Assessment Study (ESIAS) and
Resettlement Action Plan (RAP) within the scope of the Construction Works of the Moamba Major Dam, Maputo Province.
2. The Project aims to improve the resilience capacity of communities under the climate change impacts. It will also intend to improve the water resources management infrastructure protection
and storage capacity in adverse weather extreme events. In addition, the following interventions will be but not limited to:
a) Reallocation of the railway line;
b) Road construction, (3) works related to the resettlement of the affected population,
c) Water catchment works at the Moamba Major reservoir;
d) Construction of a collection, treatment and pumping station.
e) Reinforcement of water supply to Moamba village, Pessene Administrative Post, Tenga and Dzenfua.
f) Construction of a water supply system for Ressano Garcia village.
3. According to the preliminary screening carried out by DNGRH “Environmental and Social Review Summary Appraisal stage (ESRS02687)” in coordination with the ARA Sul in the project area,
several social and environmental risks were identified taking into account the nature of the project and under the Worl Bank , the Moamba Major new dam subproject is classified as category
“A” following Decree no: 54/2015 of December 31 and “High Risk” under the World Bank’s Environmental and Social Framework (WB ESF) as it includes interventions with high environmental
impacts.
4. The consultancy services (“the Services”) will specifically include but not limited to:
a) Environment Impact Assessment
b) Social and economic Impact Assessment and
c) Resettlement Action plan
5. are:The detailed Terms of Reference for the assignment can be found at the bellow address. The DNGRH, the implementing agency, now invites eligible consulting firms (“Consultants”) to
indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform
the Services. The shortlisting criteria are:
• 15 years’ experience in ESIA and RAP.
• At least 3 experiences of elaboration of ESIA/ESMP and/or RAP related to construction of new dams with WB"s or projects financed by International/Regional Development Banks.
• The consultant firm should be fully conversant with application of the ICOLD guidelines and the WB’s Good Practice Note on Dam Safety and in particular, Annex 6 and the WB Environmental
and Social Standard (ESS) applicable for ESIA & RAP,
Key Experts will not be evaluated at the shortlisting stage.
6. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” Septembe 2023
(“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
7. Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In
the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
8. A Consultant will be selected in accordance with the Quality and Cost-Based Selection (QCBS) method set out in the Procurement Regulations.
