Assignment Title: Assessment of Livelihood Support and Pesticide inventory Storage Standard (Post Distribution Assessment of Agricultural Inputs and Assessment of Pesticides Store Standards in Ethiopia)

The Federal Democratic Republic of Ethiopia has received financing from International Development Association (IDA) and other Development Partners toward the cost of: Ethiopian Emergency Locust Response Project (EELRP Project and intends to apply part of the proceeds for consulting services,

The consulting services (“the Services”) includes the services of carrying out Assessment of Livelihood Support and Pesticide inventory Storage Standard (Post Distribution Assessment of Agricultural Inputs and Assessment of Pesticides Store Standards in Ethiopia).The objectives of the Assessment are as follows;

The general objective of this assignment is to conduct post-harvest assessment of agriculture input distribution interventions of the project under the livelihood component and produce report with findings on the distribution process, results, lesson learned, success stories and recommendations to inform the on-going project implementation of the livelihood component of the project with specific objection

  • Assess the performance of the project input distribution intervention in achieving its objectives under the livelihood component
  • Assess the input variety, quantity, quality and timeline of inputs distributed meets beneficiaries’ needs
  • Assess the intended recipients are receiving support as per the project design,
  • Assess the process of providing livelihood interventions to the affected households and whether the process of selecting the affected households and determining the level of livelihood support they require was open and transparent with the involvement of local communities
  • Assessing how much the assistance effectively addresses the extent of the damage caused by locust infestations
  • Assess whether accountability mechanisms were in place at the community, woreda and project levels.
  • Assesses the documentation of input distribution list, and other livelihood related documentation at woreda and regional level across the project
  • Assess how effectively the project has engaged with key stakeholders and beneficiaries
  • Measure beneficiary satisfaction on the intervention
  • Examine the project’s results and its contributions to livelihood rehabilitation
  • Provide lessons learned, success stories, and actionable recommendations to inform the project implementation.

The Food Security Coordination Office (FSCO) of the Ministry of Agriculture (MoA) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the services. Interested consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). The short-listing criteria are:

Core business and years in business, relevant experience, and technical and managerial capability of the firm. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 revised November 2017, July 2018 and Nov. 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications, and should indicate clearly whether the association is in the form of a joint venture or a sub-consultancy.

In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. A Consultant will be selected in accordance with the Quality and Cost Based Selection Method (QCBS) set out in the Procurement Regulations.
