Assignment Title: Procurement Specialist (Individual Consultant) – Home Based.

• The African Risk Capacity Limited (ARC Ltd) has received financing from the World Bank toward the cost of the Regional Emergency Preparedness and Access to Inclusive Recovery (REPAIR) and intends to apply part of the proceeds for consulting services.
• ARC Ltd intends to apply part of the proceeds for consulting services (“the Services”) which include the Procurement Specialist (Individual Consultant) assignment for a period of Three (3) years. The objective of the assignment is to obtain the services of a highly qualified Procurement Specialist who will assist ARC Ltd in achieving efficient procurement of goods, works, Non-Consulting, and Consulting services both locally and internationally as required.

• ARC Ltd now invites eligible individual consultants to apply for the consulting assignment. Interested individual consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services as required in TOR. The submissions should include a cover letter summarizing the relevant experience and indicating its relevance to the assignment at hand.
• The expressions of interest should be accompanied with a CV, phone contact, postal and email addresses, copies of relevant academic documents/ qualifications, and copies of the appointment letter (s)/ Contract (s) of the current or most recent employment.
• The individual consultant will be selected in accordance with the Open Competitive Selection of Individual Consultants method set out in the Procurement Regulations. The consultant will be selected based on the following criteria:
• BSc/BA degree or equivalent from a reputable and recognized university in Commerce, Business Administration, Economics, accounting, management, or any other related discipline.
• At least 10 years experience in procurement in a large private/ public sector organization.
• At least 5 years in projects financed by the World Bank or similar multi-lateral institutions at the position of Procurement Specialist/Officer level.
• He/She must demonstrate professional integrity, demonstrate the ability to handle confidential information and have the ability to work virtually in a team and strengthen the procurement capacity of the PIU team.
• Computer literacy in using word processors, spreadsheets, and any other application relevant to procurement.
• Excellent writing and communication skills in English (all reports, documents, and correspondences shall be in English).

7. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” first published July 2016 and revised September 2023, fifth edition (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
