(CONSULTING SERVICES – INTERNATIONAL FIRMS SELECTION)
Assignment Title: Consultancy Firm to Support the Development and Implementation of the Early Grade Reading and Early Grade Mathematics in Eswatini Primary Schools (Grades 1-3)

The Ministry of Education & Training MOET has entered into a loan agreement with the World Bank towards the cost of Strengthening Basic Education Support to Human Capital Development in Eswatini, Project: P173151 and intends to apply part of the proceeds for consulting services.
The consultancy will support effective implementation of Eswatini’s Competency Based Education (CBE) curriculum in English, si-Swati, Mathematics and Science in Grades 1 to 3 by supporting the development and roll out of an Early Grade Reading and Mathematics Program. Drawing from international and regional best practice, the Early Grade Reading and Mathematics Program will use a combination of measurement of learning outcomes, highly specified curricula, teacher training on instructional methods and teacher support such as on-site coaching, and the provision of appropriate teaching and learning materials. Implementation will follow a phased approach, starting with preparation in 2024/25, Grade 1 implementation in 2026, Grade 2 implementation in 2026 and Grade 3 implementation in 2026.
The Ministry of Education & Training now invites eligible consulting firms to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services as stipulated in Terms of References.
The attention of interested Consultants is drawn to paragraph 3.14 to 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers dated July 2016, revised in November 2017, August 2018, November 2020 and September 2023 setting forth the World Bank’s Policy on Conflict of Interest. The Consultant will be selected in accordance with the Individual Consultant Selection method set out in the Consultant Guidelines.
The Consultancy firm will be selected in accordance with the Quality & Cost-Based Selection method (QCBS) set out in the Consultants’ Guidelines.
