The Government of the Republic of Zambia through the Ministry of Health has received financing from the World Bank’s International Development Association (IDA) for the Africa Centers for
Disease Control Regional Investment Project implemented by the Zambia National Public Health Institute (ZNPHI) and intends to apply part of the proceeds toward payments under the contract for
Construction of ZNPHI office complex and associated Infrastructure. For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the
World Bank’s Disbursement Guidelines for Investment Project Financing.
The Zambia National Public Health Institute now invites sealed Bids from eligible Bidders for the Construction of ZNPHI office complex and associated Infrastructure for a period of
Twenty-Four (24) months on Plot No. Chong/Ln_73638/3 at Waterfalls/Silverest area in Chongwe District. The works include: construction of Office Building, National and Regional Public Health
Emergency Operations Centre (PHEOC), Data Centre, Canteen, Lodging Facility, Training Facility, Recreation Facility and Warehouse.
Bidding will be conducted through international competitive procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers-
Procurement in Investment Projects Financing” July 2016, revised September 2023 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.

document during office hours from 08:00 hours to 13:00 hours and 14:00 hours to 17:00 hours Central African Time (CAT) at the address given below.
The Bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of
US$300.00 to be deposited at Access Bank, Acacia Park Branch, A/C Number 0030110000164, Swift Code: AZAMZMLUXXX, Branch Code: 350003. The method of payment will be Bank
Transfer. The document will be accessed by downloading from authorized website (https://www.znphi.co.zm/procurement#ZMMOH462125CWRFB).
Bids must be delivered to the address below on or before 2nd April 2025. Electronic bidding will NOT be permitted. Late Bids will be rejected. The outer Bid envelopes
marked “ORIGINAL BID,” and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to
attend, at the address below on 2nd April 2025 or virtually at 10:30 hours (CAT). All envelopes marked “FINANCIAL PART” shall remain unopened and will be
held in safe custody of the Employer until the second public Bid opening.
All Bids must be accompanied by a Bid Security of US$460,000.00 of the bid sum.
All Bids must be accompanied by a Sexual Exploitation and Abuse (SEA) and/or Sexual Harassment (SH) Declaration.
Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice,
using the Beneficial Ownership Disclosure Form as included in the bidding document.
