REQUEST FOR EXPRESSIONS OF INTEREST

EU SOU CAPAZ PROGRAM

Grant No IDA E212

Assignment Title: TECHNICAL ASSISTANCE AND TRAINING TO IMPROVE THE D ESIGN AND IMPLEMENTATION OF THE “EU SOU CAPAZ” PROGRAM (GIRLS’ EMPOWERMENT PROGRAM)

Activity No. MZ-MJD-466623-CS-QCBS

The Government of Mozambique (GoM), through the National Youth Institute (INJ) under the supervision of the Ministry of Youth and Sports (MJD), and with the support of the World Bank, is implementing the East Africa Girls" Empowerment and Resilience” (EAGER) investment project. This regional initiative, financed by the World Bank and implemented in partnership with the Africa Union, aims to increase girls’ and women’s educational attainment and earnings in the program areas, and to strengthen the institutional capacity to implement gender-equality policies.

In Mozambique, the EAGER investment operation (2024 to 2029) is implemented jointly by the Ministry of Labor, Gender, and Social Action (MTGAS) and the MJD.

The Human Capital Accumulation component (EU SOU CAPAZ program, implemented by MJD) aims at reaching 1.4 million adolescent girls (support with free uniforms, menstrual hygiene kits and bicycles as an incentive to continue education), as well as 3.1 million community members through behaviour change campaigns to shift gender norms on girls’ education. The program also aims at providing life-skills and livelihood training, menstrual hygiene education and referral to social services to 100,000 out-of- school girls.

These Terms of Reference refer to the selection of a Consultant (Organization, Firm or Association) to provide Specialized Technical Assistance to improve the design and implementation of the EU SOU CAPAZ program. Although the Program has been implemented since 2021, INJ intends to use the 2024 nationwide expansion of the program as an opportunity to improve the program’s design based on lessons learned from implementation so far, and promote the use of innovative tools to facilitate quality implementation at scale.

The task associated include:

  • Develop a Work Plan and Methodology
  • Design of the Tool to Map Community Leadership and Diagnostic of Socio-Cultural Practices;
  • Design of the Awareness Campaign Guide
  • Develop the Kit of Awareness and SBCC[1] Materials
  • Revise and Update the Monitory and Evaluation Framework
  • Preparation of Field Operations Manual
  • Revise and Update the Training Tool Kit

The detailed Terms of Reference (TOR) for the assignment and further information can be obtained via email at the following address: eagerprocurement@gmail.com

The INJ now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The shortlisting criteria are:

  • The Consultant must have at least 15 years of experience in the core business.
  • At least 10 years" experience in designing, implementing and monitoring large-scale programs (more than 100,000 beneficiaries) on issues related to education, empowerment of women and adolescents, and gender equality in at least two sub-Saharan African countries or similar cultural settings;
  • Proven experience in providing technical assistance to public sector. Preference will be given to consultants with experience in capacity building in public sector.

Key Experts will not be evaluated at the shortlisting stage.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” March 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Procurement Regulations.

Expressions of Interest must be submitted at the address below (in person, or by mail, or by email) before 15h20 (local time) on the March 5th, 2025 with the following description: Technical Assistance and Training to Improve the Design and Implementation of the “Eu Sou Capaz” Program (Girls’ Empowerment Program)
