The Government of Lao Peoples Democratic Republic (GoL) has received financing support from the World Bank’s (WB) International Development Association (IDA) to implement the Lao PDR Climate Resilient Road Connectivity Improvement Project (CRRCIP) with a project duration of six (6) years starting from middle of year 2025.

The CRRCIP seeks to build about 300 km of District Roads and Rural Roads in the poor districts of Khammouan, Savannakhet, and Saravan provinces. The Ministry of Publick Works and Transport (MPWT) in consultation with the Department of Publick Works and Transport (DPWT) of these three provinces had identified a long list of proposed roads. About 100 km of roads in each of the provinces will be selected from the roads in this longlist through a prioritization exercise based on aspects which include: (i) passing through a poor district – based on poverty headcount, (ii) criticality of the link for climate resiliency of the network, (iii) connectivity to agricultural areas, (iv) population served by the road, (v) traffic level, (vi) not passing through environmentally sensitive areas, and (vii) no resettlement of more than 200 people (or 40 households) and/or more than 40 households severely affected with 10 percent of productive assets owned by individual household lost in all three target provinces. The proposed project provides connectivity to National Roads and access to the east-west economic corridor between Vietnam and Thailand thus increasing market linkages and contributing towards greater economic gains to the local communities. The proposed project will benefit about 600,000 people (approximately 8 percent of the country’s population) in poor districts of Khammouan, Savannakhet, and Saravan Provinces.

The CRRCIP project will include the following components :
(1). Climate Resilient Road Access - Support for : (a) improvement of approximately three hundred (300) km of District Roads and Rural Roads in the Targeted Provinces to the Standards of Road Design Class V/VI as per MPWT’s Road Design Manual, addressing climate and disaster resilience aspects, and maintenance of the Project roads post improvement during the Project period through Output and Performance-based Road Contracts (“OPBRC”) and/or Hybrid Performance-based Contracts (“Hybrid PBC”); and (b) construction supervision of the Project road improvement works.

(2). Project Management - Support for : (a) financial audit; (b) technical audits of the Project road improvement works during construction; (c) environmental and social monitoring and audits; (d) road safety audit of the Project, road designs (at design, construction, and completion stages), and awareness campaigns; (e) road user satisfaction surveys carried out at the start of implementation of works, at mid-term, and at the close of the Project; (f) incremental operating costs; (g) technical and operational assistance for the day-to-day management, monitoring and evaluation of the Project; and (h) land acquisition, resettlement, and rehabilitation costs, including the implementation of RAP(s).

(3). Institutional Development - Support for MPWT for : (a) capacity building of selected local contractors in the areas of OPBRCs, climate resilience, road safety, and environmental and social risk management; (b) a study on climate resilient road network planning and prioritization and capacity building of MPWT and DPWTs; (c) preparation of a road sector financing strategy; (d) capacity building of selected MPWT and DPWT staff on cross-cutting issues including road maintenance, OPBRC contract management, road safety, gender, citizen engagement, and climate disaster risk; (e) institutional support for a female internship program; and (f) preparation of selected environmental, social, technical, and economic documents as well as feasibility studies, through the provision of technical advisory services in the road sector in Targeted Provinces.

(4). Contingent Emergency Response - Provision of immediate response to an Eligible Crisis or Emergency, as needed.

The CRRCIP project will include several major procurement activities which are :

(i). Works : 10 contracts for the Improvement of climate resilience and safety of selected local roads in 3 project provinces (Khammouan, Savannakhet, and Saravan), using the Harmonized bidding document in English version, with additional provisions from the OPBRC/hybrid PBC , with a cost estimate of US$ 4,0 - 5.0 million each with a total of US$ 47,81 million together;

(ii). Consulting services : 1 contract for Implementation Support and Works Supervision Consulting Services (ISWS) for local road improvement and maintenance, with a cost estimate of US$ 2.9 million, using the QCBS method subject to prior review.

Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank’s Regulations - Procurement in Investment Project Financing - Goods, Works, Non-Consulting and Consulting Services, dated September 2023, setting forth the World Bank’s policy on conflict of interest and is open to all eligible firms and individuals as defined in the Procurement Regulations After project negotiations, the World Bank shall arrange the publication on its external website of the agreed initial procurement plan and all subsequent updates once it has provided a no objection.

Specific procurement notices for contracts subject to open international competitive procurement will be announced, as they become available, in UN Development Business online, on the World Bank’s external website, on the Ministry of Publick Works and Transport and Ministry of Finance’s Websites : https://www.mpwt.gov.la/en/, http://ppmd.mof.gov.la/ and in Vientiane Times Newspaper (https://www.vientianetimes.org.la/).

Prequalification/Initial Selection of suppliers and contractors for this project is not required.
