• The Republic of North Macedonia has received financing from the World Bank toward the cost of the Local Roads Connectivity Project and intends to apply part of the proceeds toward payments under the contracts awarded for Tender 10 - Physical works for improvement of the local road infrastructure in selected municipalities according to design - Lot 2(a).

• The Ministry of Transport of the Republic of North Macedonia now invites sealed Bids from eligible Bidders for: Tender 10- Physical works for improvement of the local road infrastructure in selected municipalities according to design- Lot 2(a). The works consist of reconstruction of the existing local roads in municipalities, which are in bad condition (pavement damages, longitudinal cracks, potholes, damaged curbs) and which capacity cannot satisfy the needs of the residents. In accordance with design projects and the established existing situation on site the rehabilitation or reconstruction comprises, but is not limited to, the following type of works: demolition of road construction; scratching the existing damaged surface course where needed; changing of the base course with crushed stone where needed; constructing of necessary asphalt layers as wearing/load bearing course; installing a curb/edge concrete element; preparing of ducts and laying hose for fiber optic where needed; constructing sidewalks and bike path where needed; mapping of horizontal and vertical signalization, etc. The construction activities also include solution for accepting the surface water from the wearing course and carried out via existing sewage/drainage system or constructing surface concrete and earth channels and access culvert for drainage of the storm water to the recipient.

A margin of preference shall not be applied. Tender 10 – Physical works for improvement of the local road infrastructure in selected municipalities according to design -Lot 2(a) shall be conducted in the Municipality of Studenicani, Sopiste, Zelino, Bogovinje, Tearce, Brvenica, Vrapchiste, Karposh, Gjorche Petrov, Kratovo, Kochani, Delchevo, Makedonska Kamenica, Vinica, Novo Selo, Gradsko, Konce and Lozovo.

The Intended Completion Date for all physical works for Reconstruction shall be 12 months from the start of the works for:

Reconstruction of local street 20 (St. Talalej) in the village of Nova Breznica,

The qualification/selection criteria are listed in the bidding document in Section III. Evaluation and Qualification Criteria.

• Bidders wishing to offer discounts will be allowed to do so provided those discounts are included in the Letter of Bid.

• Bidding will be conducted through open competitive procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers- Procurement in Investment Projects Financing” dated July 2016, revised November 2017 and August 2018 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the World Bank Procurement Regulations.

The procedure for obtaining the bidding document and submitting the Bids is strictly electronically as stated below.

• The Bidding Document in Macedonian language may be obtained by interested eligible Bidders from the website of the national electronic system for procurement: “ЕСЈН-Заеми/Донации/Грантови-Огласи од меѓународни институции” (https://www.e-nabavki.gov.mk) and from the website of the Ministry of Transport: http://mtc.gov.mk/javniOglasi; as well as upon submission of an application to the e-mail addresses stated in the above paragraph no.5. and to the additional e-mail address: maja.lazarevska@piu.mtc.gov.mk. All interested eligible Bidders must submit an application via e-mail with contact details for their companies including contact e-mail address (e-mail) immediately after downloading the Bidding Document from the listed websites, to announce that they intend to participate in the bidding process and to obtain the Annex 1 of the Bidding Document which comprise Bill of Quantities and Basic design including Technical Reports, Drawings and Environmental and Social Aspects Management Plan (ESMP) and/or ESMP Check List and Environmental Protection Reports for each sub-projects stated in the Bidding Document. Due to the large size of the Annex, the Annex will be delivered to Bidders that have submitted applications through WeTransfer: https://wetransfer.com/.

• Due to expected large size of the Bids, Bids must be submitted AS ONE (1) PDF password protected file through WeTransfer: https://wetransfer.com/. Submission of files compressed by zip, rar or similar compressed formats by email is not allowed. Link from WeTransfer for downloading of each Bid must be submitted only by e-mail to the all (5) five above listed E-mail addresses on or before March 18, 2025, 10:30 a.m. Passwords should be in Latin font. The receipt of each e-mail with link for downloading the Bid (and successful downloading of Bid) will be immediately confirmed. Late Bids will be rejected. Within 1 (one) hour after the Bid submission deadline Bidders must send the password of their password protected bids only by e-mail to all 5 (five) specified e-mail addresses. Bids will be publicly open through video conference in the premises of the Ministry of Transport , Street “Crvena Skopska Opstina”, No. 4, 1000 Skopje, in the presence of the Bidders’ designated representatives and any other interested party to follow the bids opening only by video link. Bid opening will start 1 (one) hour after the bid submission deadline. Minutes of Bid opening shall be shared with all bidders electronically by E-mail. Detailed instructions for submission of Bids are presented in the Bidding Document.

• All Bids must be accompanied by a Bid-Securing Declaration, as per Bid Data Sheet (BDS) – Instruction to Bidders (ITB)19.

• Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
