1. The Federal Democratic Republic of Ethiopia Ministry of Irrigation and LowLands has received financing from the World Bank towards the cost of the Horn of Africa GroundWater for Resilience Project Irrigation Sub Project and it intends to apply part of the proceeds toward payments under the contract for the Procurement of Lot 1. Drilling and Construction of 3 Productive Boreholes for Ground Water Base Irrigation in Borena Zone Elwoye Woreda, Bule Cobi Kebele. Lot 2. Pumping Test of 5 Existing boreholes (BHs) in Borena Zone, Teltelle and Dillo Woredas.

2. Interested eligible bidders should submit Renewed Trade License for the current year 2017 EC, VAT Certificate, Tax Clearance Certificate, and Registration Certificate as a supplier in the list of PPA. Documents evidencing these requirements have to be submitted together with the bid documents for evaluation purposes.

3. The Federal Democratic Republic of Ethiopia Ministry of Irrigation and LowLands now invites sealed bids from eligible and qualified bidders for ET-MOIL-466588-CW-RFB for the Procurement of Lot 1. Drilling and Construction of 3 Productive Boreholes for Ground Water Base Irrigation in Borena Zone Elwoye Woreda, Bule Cobi Kebele. Lot 2. Pumping Test of 5 Existing Boreholes (BHs) in Borena Zone, Teltelle and Dillo Woredas.

4. Bidding will be conducted through the National Competitive Bidding (NCB) procedures and is open to all bidders.

5. Interested eligible bidders may obtain further information from and inspect the bidding documents from the Ministry of Irrigation and LowLands Engineering Procurement Lead Executive 4th Floor during office hour from 8:30 AM to 5:30 PM.

6. Interested Eligible Bidders can purchase a complete set of bidding documents in English from Engineering Procurement Lead Executive of the Ministry 4th Floor ETB 500.00 (Five Hundred Ethiopia Birr) for each lot without the need for presenting the legal documents and only by filling and putting the bidder’s official stamp on the application form available in the bid selling address mentioned here below. The method of payment will be in cash. In the delivery of the bidding document of the mail and shall not entertain requests for extension on account of such delays.

7. The bid documents comprising one original and three copies of the technical document sealed separately and insert in mother envelope and one original and three copies of the financial document sealed separately and insert in mother envelope for each lots, the first envelope leveled as “TECHNICAL PROPOSAL” and the second envelope “FINANCIAL PROPOSAL”.

8. Each Bids must be accompanied by a bid security of for lot one ETB 500,000.00 and for lot two ETB 150,000.00 in the form of Cashier"s Payment Order (C.P.O.) or Unconditional Bank Guarantee issued by recognized by local bank

9. Bids must be delivered to the address below on or before 2:00 PM on 13/02/2025 GC for lot 1 and 3:00 PM on 13/02/2025 GC for lot 2. Bids will be opened immediately after the bid submission deadline in the presence of the bidders/representatives who choose to attend in person in the Main Hall of the Ministry which found on the 2nd Floor. The Bid shall be opened on 2:30 PM 13/02/2025 GC for lot 1 and 3:30 PM 13/02/2025 GC for lot 2, at the following address stated below. Late bids will be rejected.

10. The winner bidder has to provide 1% of contract price performance guarantee for environmental and social safe guard in addition to 10% performance bond.

11. Bids shall be valid for both lots 90 days after bid opening date.

12. The Ministry reserves the right to accept or reject all or parts of the bid.
