Assignment Title: Consultant for the assessment of training needs for inspectors and specialists of the SCAA KR

The Kyrgyz Republic received financing from the World Bank towards the cost of the Third Phase of the Central Asia Regional Links Program and intends to apply part of the proceeds for consulting services.

The World Bank Projects Implementation Group (WB PIU) of the Ministry of Transport and Communications of the Kyrgyz Republic now invites eligible individual Consultants (the Consultants) to indicate their interest in providing the Services. The interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The consulting services include management and control over day-to-day administration all activities related to the preparation and implementation of CARs-3 Project financed by the World Bank, cooperation with the project team and other stakeholders on behalf of the MOTC KR.

The WB PIU is recruiting Consultant for the assessment of training needs for inspectors and specialists of the SCAA KR to provide consulting services under the implementation of the CARs-3 Project on behalf of the MOTC KR.

A candidate should have the following knowledge and experience:

• The Consultant has, over the past 5 years, successfully completed at least 1 contract related to the provision of services of personnel training in accordance with ICAO Standards and Recommended Practices or similar consulting services;
• The consultant has at least 10 years of experience in managing training and/or training of aviation personnel in training programs and/or in providing consulting services in the field of personnel training in accordance with ICAO Standards and Recommended Practices. Experience in providing similar services in the region is an advantage.
• The consultant is fluent in English or Russian. Additional knowledge of the Kyrgyz language is an advantage.

The attention of interested Consultants is drawn to paragraphs 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers dated January 2011 (revised July 2014) (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest and eligibility.

The Consultants will be selected in accordance with the IC method set out in the Consultant Guidelines. Further information can be obtained at the address below during office hours from 09:00 to 17:00 hours.

Expressions of interest (CV in Russian and English, short cover letter stating interest and motivation for the application in Russian and English and contact details (phone and/or email) of three references must be delivered to the address below (in person, or by mail, or by fax or by e-mail) by February 11, 2025 at 17:00 (local time).
