Regional State Of Oromia Horro Guduru Wollega Zone Horro Woreda Agriculture And Land Office

The Horro Woreda Agriculture and Land office intends to apply parts of the allocated budget of the Food System Resilience program financed by the World Bank (IDA) towards the cost of the construction of Gaba Sanbata crop market center & intends to apply part of allocated budget toward payments under contract of this construction works.

The Horro Woreda Agriculture and Land Office Now invites To all Construction Company contractors category of General & Building Contractor; GC-4(Grade four) & BC-3(Grade three) and above.

To construct Gaba Sanbata Crop Market Center Construction project accordingly, the office now invites sealed bids from eligible bidders for the execution and completion of the following projects.

• The Domestic bidders shall submit certificate of registration & competence from concerned body which renewed for the current budget year of 2017 EC and who have renewed their Trade registration & license certificate for the current year, TIN, VAT registration certificate & Tax clearance certificate valid during the bidding period that permits the bidder to participate in any public tender, must be attached with the application from Revenue Bureau/Tax Authority.
• Bidding will be conducted through National Competitive Bid (NCB) procedures as specified in the World Bank’s procurement regulations.
• A complete set of Bidding documents in English may be purchased from Horro Woreda Agriculture and Land office up to submission date by non- refundable fee of 2000.00 (Two thousand birr only) to Horro Woreda Revenue Authority the method of payment is on Account in bank and Copy of receipt taken to Horro Woreda Agriculture and Land Office only within 30 (thirty) consecutive days starting from announcement.
• All bids must be accompanied by a bid security of unconditional CPO or Bank guarantee of the amount and currency in ETB for the site valid for 120 days after the date of bid opening. The bid security must be addressed to Horro woreda Agriculture and Land office.
• Submission and opening of the bid; bid should be submitted as per the SBD or BDS ITB 20.1
• The deadline of the bid Submission shall be on January 16, 2025 at 04:00am morning local time
• The documents will be submitted to Horro Woreda agriculture and Land office.
• The bid document submission must include one original and two copies of the Technical document shall be placed in a separate wax seal envelope, wax sealed marked as ‘TECHNICAL DOCUMENT ORIGINAL, TECHNICAL DOCUMENT COPY 1, and TECHNICAL DOCUMENT COPY 2’ and, then placed the three separated envelope sealed each documents in a one large outer envelope wax sealed marked as TECHNICAL DOCUMENT. All envelopes must be stamped, wax sealed, signed by a bidder and addressed to client & all other information shall be clearly marked.
• The Financial bid document submission must include one original and two copies shall be placed in a separate wax sealed envelope and marked as ‘FINANCIAL DOCUMENT ORIGINAL, FINANCIAL DOCUMENT COPY 1, and FINANCIAL DOCUMENT COPY 2’ and, then three documents are placed in one wax sealed large outer envelope marked as FINANCIAL DOCUMENT. Finally the TECHNICAL DOCUMENT AND FINANCIAL DOCUMENT, BID SECURITY should be in one mother envelope. All envelopes must be stamped, wax sealed and signed by a bidder and addressed to client & all other information shall be clearly marked.
• Bid security document must be wax sealed, signed & clearly addressed to client by legally authorized body alone
• In preparing the bid document bidders are expected to examine the bid data in the tender document.
• The Bid document will be opened on January 16, 2025 at 10:30 Am (04:30 Morning local time) deposited in a box prepared for this purpose in the presence of client, contractor/legal representative, Committee, auditor or any other authorized body by client & late bidders will be rejected.
• The financial, Technical, & Bid security of bidders document will be opened and read out in one stage single envelope system and the document shall remain for detail evaluation; then after technical committee evaluate, qualify bidder and announce publicly by woreda Agriculture & Land office.
• Contractors who have poor performance (at least proved by warning letter written by client/consultant) during the construction, the Client has full right to reject those contractors from the bid.
• The validity of the bid shall be 90 days from the date of bid opening.
• The bidders must visit the site of Gaba Sanbata market center and take picture in colorful before purchasing the bidding documents; then after Visit letter must be signed & stamped both with, Horro woreda agriculture and Land office & Contractor with Gitilo Dale kebele office.
• Absence of any of the above requirements result automatically rejection from bid.
• Horro Woreda Agriculture and Land Office reserves the right to accept or reject any of or all of the bids.
