• The Republic of Tajikistan has received financing from the World Bank toward the cost of in the form of a grant toward the cost of Fourth Phase of the Central Asia Regional Link Program – Sugd oblast and GBAO Region (CARS-4) and intends to apply part of the proceeds toward payments under the contract for Installation of Safety Barriers along selected road sections in mountains terrains in Republic of Tajikistan.
• The Ministry of Transport of the Republic of Tajikistan now invites sealed Bids from eligible Bidders for Installation of Safety Barriers along selected road sections in following mountains terrains:
• Section I: Dushanbe-Vahdat-Kulyab-Khorog-Kulma Pass:
• Sub section 1.1. Vahdat-Dangara
• Sub-section 1.2. Shurobod-Shkev
• Section II: Vahdat-Rasht-Lyakhsh-Border of the Republic of Kyrgyzstan:
• Sub0section 2.1. Vahdat-Obigarm
• Sub-section 2.1. Nurobod - Border of the Republic of Kyrgyzstan
• Bidding will be conducted through international competitive procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers September 2023 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.
• Interested eligible Proposers may obtain further information from and inspect the Request for proposals document during office hours 08-00 to 17-00 hours at the address given in para 9 below and at the link:

• Bids must be delivered to the address indicated in para 9 below on or before 10:00 (local time), “16” January 2025. Electronic bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked “ORIGINAL BID”, and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address given in para 9 below on 10:00 (local time), 16 January, 2025. All envelopes marked “FINANCIAL PART” shall remain unopened and will be held in safe custody of the Employer until the second public Bid opening.
• All Bids must be accompanied by a Bid Security of US $ 70,000.00 (seventy thousand United states dollars or any other freely convertible currency).
• Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
