The Government of Federal Democratic Republic of Ethiopia has received Grant from the World Bank toward the cost of Horn of Africa Initiative: Regional Economic Corridor Project (HoAI-RECP) and intends to apply part of the proceeds for Consultancy Services for Individual Consultant/Senior Infrastructure Advisor for Ministry of Urban and Infrastructure.

The successful consultant is expected to advise and support the Ministry in enhancing the planning, development, and execution of infrastructure programs. Given the critical role infrastructure plays in the country’s economic development, this position aims to provide strategic advisory services that will strengthen the Ministry"s capacity to address existing challenges in the construction industry, engage with stakeholders and development partners, and promote local industry competitiveness. The consultant shall work very closely with the State Minister for Infrastructure and other senior officials in reviewing and crafting appropriate Infrastructure sector policies and strategies towards strengthening the MUI program implementation mechanisms; to create a demand responsive and results oriented construction and infrastructure sector.

The entire assignment is expected to be completed within a period of 24 (Twenty Four) months after contract signing.

The Ethiopian Roads Administration now invites eligible professionals to indicate their interest in providing the Services. Interested professionals should provide information demonstrating that they have the required qualifications and relevant experience to perform the Service. The following criteria will be used to assess the Expression of Interest;

Education: A minimum of M.Sc. degree in Civil Engineering, Transport Infrastructure Planning, Economics, Transport Economics, Transport Engineering or other Infrastructure development related areas or equivalency. PHD in relevant fields is desirable.

General Experience: Minimum 20 years of experience in Infrastructure Planning and management and administration, institutional design or change management.

Adequacy for the assignment:

• At least 10 years of professional experience linked to the provision of high-level policy advice in infrastructure area;
• Minimum of 5 years past experience in development, management or monitoring and evaluation of donor funded projects.
• Experience in developing capacity in developing countries;
• Solid understanding of General Infrastructure/road dynamics and development concepts, and related practices and development settings in countries with well-regarded infrastructure systems,
• Sufficient knowledge and understanding of the domestic construction industry
• Prior knowledge or experience in public private partnership financing mechanism: certification/working
• Knowledge of infrastructure planning and administration is desirable;
• Knowledge and/or understanding of the infrastructure situation in Ethiopia is mandatory.

Communication skills: Have a very good communication skills (Writing, Reading, Listening and speaking) in English.

Management skills: Proven ability in developing long-term strategies, change management, program integration and decentralization;

The Selection process of the individual Consultants is as per World Bank’s Procurement Regulations for IPF Borrower: Procurement in Investment Project Financing Goods, Works, Non-Consulting and Consulting Services (Fifth Edition September 2023).
