Assignment Title: Individual Consultant to Develop and Deploy Power Bi Platform Infrastructure

The African Union Commission has received financing from the World Bank toward the cost of The Building Institutions and Systems to Harness and Realize Agenda (BIASHARA) 2063 Project and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include to develop and deploy Power BI platform infrastructure that will help the AUC MISD on Power Apps and Power BI reporting and Dashboard Development. Specific tasks include:

• Understand Business Needs
• Solution Design and Development
• Testing and Deployment
• User Training and Support

The detailed Terms of Reference (TOR) for the assignment are attached to this Request for Expression of Interest.

The African Union Commission now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

• A Bachelor’s Degree in Computer Science, software engineering, data management, or other Information Technology related fields.
• At least 5 years’ experience in both development and general business acumen on Power Apps and Power BI reporting and Dashboard Development.
• A higher qualification and experience in any related field would be an added advantage.
• Strong background in software development.
• Proof of low code development using Power Platforms.
• Microsoft certifications on Power Platform Development is a plus.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, revised November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

A Consultant will be selected in accordance with the Individual Consultant selection method set out in the Procurement Regulations.

INDIVIDUAL CONSULTANT TO DEVELOP AND DEPLOY POWER BI PLATFORM INFRASTRUCTURE

• BACKGROUND

The African Union, established as a unique Pan African continental body, is charged with spearheading Africa’s rapid integration and sustainable development by promoting unity, solidarity, cohesion and cooperation among the peoples of Africa and African States as well as developing a new partnership worldwide.

The African Union intends to strengthen its capacity to deliver by, among others, to develop and deploy Power BI platform infrastructure that will help the AUC MISD on Power Apps and Power BI reporting and Dashboard Development. Therefore, The African Union intends to engage a consultant as Full-stack Power platform developer(s) within the Management of Information System Directorate (MISD) of the AUC.

• OBJECTIVES

The overall objective of the consultancy service is to develop and deploy Power BI platform infrastructure that will help the AUC MISD on Power Apps and Power BI reporting and Dashboard Development.

• SCOPE OF WORK

The following are the major roles and responsibilities of the consultant.

• QUALIFICATIONS AND EXPERIENCE

The Consultant should have the following minimum qualifications and experience:

Other required skills include:

Technical Skills:

• Power Platform Expertise: In-depth knowledge of all the core Power Platform tools is essential. This includes:
• Power Apps (canvas and model-driven): for building custom applications.
• Power Automate: for automating workflows and processes.
• Power BI: for creating data visualizations and reports.
• Dataverse: for data storage and management.
• Microsoft Integration: The ability to integrate Power Platform solutions with other Microsoft services like Azure, SharePoint Online and other Microsoft 365 productivity tools.
• Development Fundamentals: Solid understanding of programming concepts, logic, and problem-solving is crucial. This might involve familiarity with languages like JavaScript (for Power Automate expressions) or C#.
• UI/UX Design: For building user-friendly Power Apps portals and canvas apps, a grasp of UI/UX design principles is important.

Business Skills:

• Business Process Analysis: Understanding business needs and processes to identify areas where Power Platform can automate or improve workflows.
• Requirements Gathering & Design: Translating business problems into technical specifications and designing effective solutions using the Power Platform suite.
• Communication & Collaboration: Collaborating effectively with stakeholders across departments (business users, IT teams) to ensure successful project implementation.
• Security & Governance: Configuring security and access controls to maintain data integrity and governance within Power Platform applications.

Additional Skills:

• Problem-Solving & Critical Thinking: Being able to analyze situations, identify root causes, and design creative solutions using Power Platform tools.
• Staying Up to Date: The Power Platform is constantly evolving, so staying updated on the latest features and best practices is essential.
• Training & Documentation: The ability to document solutions and train end-users on how to effectively utilize the developed applications.
