Assignment Title: Consulting services for preparation of tender documentation, tendering support and implementing technical supervision during the construction of 220/110/10 kV “Isanova” substation and 220 kV and 110 kV high-voltage power transmission lines

The Government of the Kyrgyz Republic has received financing in the amount of US$80.2 million from the World Bank for the Kyrgyz Renewable Energy Development (KRED) Phase 1 Project and intends to use part of the funds to pay for technical assistance in the form of consulting services. The project includes Component 2, which provides for the construction of 220/110/10 kV “Isanova” substation and the following 220 and 110 kV high-voltage power transmission lines.
The overall objective of the assignment is to assist the MoE and NEGK in the preparation of technical specifications, tender documents for the “Isanova” substation package and the 220/110 kV transmission line package, assistance during the procurement process, and technical supervision for construction during the implementation of the contract for construction of 220/110/10 kV “Isanova” substation 220 and 110 kV overhead power lines. The Consultant selected to support the Project management office (PMO) established at the MoE and NEGK with this function will be required to become familiar with the technical documents related to the Project and other key WB documents, including those governing lending policies and practices.
The performance of the services to be provided by the Consultant is expected to commence Q1 2025 year. The estimated period for this assignment is 36 months and can be extended if necessary. The Ministry of Energy (MoE) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The shortlisting criteria are:
Key Experts will not be evaluated at the shortlisting stage.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications (type of association shall be clearly indicated in the proposal). The Consultants may submit their Expressions of Interest as individual firms or associate in the form of joint venture or sub-consultancy. However, the qualification of the sub-consultant will not be evaluated when forming the shortlist. In case of joint venture, all the members of the joint venture should individually meet shortlisting criteria and shall be jointly and severally liable for the entire assignment, if selected.
A Сonsultant will be selected in accordance with the Consultant’s Quality and Cost Based Selection (QCBS) method set out in the Procurement Regulations.
