ASSIGNMENT TITLE: DRAWING UP DETAILED PLANS (DPS) GRUPO 5 – Chaguate de Cima (São Filipe) and Achada Furna (Santa Catarina do Fogo).
1. The Government of the Republic of Cape Verde has received from the International Development Association - IDA/World Bank (hereinafter referred to as the "World Bank") a credit to fund the Improving Connectivity and Urban Infrastructure in Cape Verde Project. The Project aims to improve access for selected communities in Cape Verde through climate-resilient urban and transport infrastructure.
2. The general objective of this Consulting Service (“the Service”) is to hire an urban planning consultancy and design company to draw up the Detailed Plans (DP) provided for in the Municipal Master Plans (PDM). The aim of the DPs is to develop and implement the PDMs in order to structure the occupation of land and its use, providing a reference framework for the application of urban policies and defining the location of the main infrastructures and public facilities.
The assignment is expected to take about 10,5 (ten and a half) months from the date of signing the contract.

4. The UGPE (the Client) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. Relevant material submitted by the firms must not exceed 30 pages, overall.

7. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers”, dated July 2016 and revised in September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest published on the World Bank website, www.worldbank.org.
8. Consultants may associate with other firms to enhance their qualifications, but must indicate clearly whether the association is in the form of a Joint Venture and/or a Sub-consultancy. In the case of a Joint Venture, all the partners in the Joint Venture shall be jointly and severally liable for the entire contract, if selected.
9. The Client reserve the right to not awarded more than two (2) contracts for preparation of the Urban Plan (PD - Plano Detalhado) by firms.
10. A consultant will be selected in accordance with the Least Cost Selection (LCS) method set out in the World Bank’s “Procurement Regulations for IPF Borrowers”, dated July 2016 and revised in September 2023.
