Assignment Title: Selection of an Individual Consultant to Provide Service as an

Energy Efficiency and Renewable Energy Officer

Saint Lucia has received financing from the World Bank toward the cost of the Renewable Energy Sector Development Project and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include providing support to the Department of Infrastructure, Ports and Transport (DIPT) to complete all project preparation activities on behalf of the Government of Saint Lucia in collaboration with the World Bank, the OECS Commission, two participating countries of Grenada and Guyana, and other key stakeholders.

The Consultant is expected to be engaged on a full-time basis over a six month period.

The Department of Infrastructure, Ports and Transport now invites eligible consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

• Academic Requirements
• Master’s degree in a relevant field such as, Engineering (not limited to Civil, Mechanical, Electrical), Project Management with 5 years’ experience in management and implementation of Renewable Energy and/or Energy Efficiency projects OR a Bachelor’s Degree in a relevant field such as Engineering or Project Management with a minimum of 10 years’ experience in management and implementation of Renewable Energy and/or Energy Efficiency Projects.

• Experience, Knowledge, Skills, and Abilities Requirements

Additionally, the successful candidate must have the following experience, knowledge, skills and abilities:

• At least 8 years of Public Sector Project Management experience working directly with the private sector in Renewable Energy and Energy Efficiency Development, Implementation and/or Investment.
• Demonstrated knowledge of and experience with procurement of engineering services, management of consultancy contracts, budgeting, and reporting.
• Experience in development of projects financed by multilateral Development Banks including defining project components, work breakdown structure and logical framework.
• Experience with development of Energy Infrastructure Projects funded by multilateral Development Banks.
• Demonstrate knowledge of World Bank Procurement Regulations and Financial Management guidelines.
• Experience working in the Caribbean or similar Small Island Developing States on similar assignments.
• Experience working with multi- disciplinary teams.
• Experience in the development and implementation of stakeholder engagement strategies.

A Consultant will be selected in accordance with the selection of Individual Consultants method set out in the World Bank’s Procurement Regulations for Investment Project Financing Borrowers - November 2020.
