Assignment Title: Consultancy Services for Preparation of Environmental and Social Assessment Studies for Sub-Projects (Group 6)

The Ministry of Industry and Technology (MoIT), through Ministry of Treasury and Finance (MoTF), has received financing from the World Bank toward the cost of the Türkiye Organized Industrial Zones Project (TOIZP), and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include assisting the Ministry to undertake the Environmental and Social Assessment Studies that comply with the World Bank ESF and Turkish Government regulatory requirements of the impacts associated with the Sub-Projects submitted by the applicant OIZs. The Consultant shall be responsible for preparation of Environmental and Social Assessment Studies.

The assignment is expected to start in September 2024 and will last 5 months.

The Ministry of Industry and Technology now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The qualification requirements are;

• Experience in environmental and social assessment studies financed by the World Bank and / or other International Financial Institutions (IFIs) such as IFC/IBRD/EBRD/EU/AFD and United Nations in the last five (5) years prior to the deadline for submission of expression of interests
• Experience in preparation of Environmental and Social Documents (ESIA Report/ESMP) in compliance with the requirements of World Bank and/or other International Financial Institutions (IFIs) such as IFC/IBRD/EBRD/EU/AFD in the last five (5) years prior to the deadline for submission of expression of interests

Key Experts will not be evaluated at this stage.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” November 2020, setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Consultant’s Qualification-based Selection (CQS) method described in the Procurement Regulations and to be specifically set out in the Request for Proposals.

and shall be delivered in a PDF format (directly converted from Word format not scanned from hard-copy) in a usb-drive and printed hard-copy form in a sealed envelope to the address below by hand delivery together with a cover letter (format for letter is below) including the necessary qualification documents, name, address, phone and e-mail address of the company by 26/07/2024 until 16:00.

Applications sent by e-mail shall not be considered for evaluation.
