Assignment Title: Individual Consultant – Web Developer – Regional (SAHF Knowledge Hub)

The Regional Integrated Multi-Hazard Early Warning System (RIMES) has received/has applied for financing from the World Bank toward the cost of the Climate Adaptation and Resilience for South Asia (CARE) Project and intends to apply part of the proceeds for consulting services.
The consulting services (the Services) include an individual consultant – Web Developer – Regional (SAHF Knowledge Hub) who is to support CARE Component 1 in improving/maintaining the SKHub to meet the specific requirements of the SAHF Member NMHSs.

The Regional Integrated Multi-Hazard Early Warning System (RIMES) now invites eligible individual consultants (Consultants) to indicate their interest in providing the Services. Interested Consultants should provide CV demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
Knowledge
At least Bachelor’s degree in Computer Science, Information Communication and Technology, or related fields
Experience
Minimum of 1 year of hands-on experience in software development, specializing in content management system software such as WordPress, Drupal, and/or Joomla
Proven track record in software development with a robust understanding of web technologies including CSS, HTTP, and web services
Demonstrated excellence in analytical and problem-solving skills, coupled with the ability to plan and organize work independently, ensuring timely delivery of projects
Proficient in the development of Application Programming Interfaces (APIs), enabling seamless integration of systems and services
Extensive knowledge and practical experience in data processing, hardware platforms, and enterprise software applications, ensuring robust and scalable solutions
Strong proficiency in database management systems including PostgreSQL and MySQL, with the ability to design and optimize database structures
Proficient in multiple programming languages such as PHP, JavaScript, and Java, facilitating versatile development capabilities across different projects
Familiarity with web mapping software tools such as Geoserver, Google API, and Leaflet, enabling the integration of mapping functionalities into web applications for enhanced user experiences
Skills and abilities
Familiarity with programming languages and techniques using content management system software such as WordPress, Drupal and/or Joomla
Familiarity with web services, APIs, and protocols (e.g., HTTP, RESTful services)
Skills in managing and integrating databases with different types of datasets
Ability to analyze complex situations and data to create effective solutions
Quickly in identifying and resolving issues in system development
Good communication skills in English, including in reading, writing, and presentation
Personal qualities
Excellent analytical and problem-solving skills; demonstrated ability to plan and organize work independently; excellent interpersonal and communication skills; high commitment to responsibility and work quality; ability to work effectively and efficiently independently and/or within a multi-cultural team; openness/receptiveness to critique for enhancing work and outputs.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
A Consultant will be selected in accordance with the individual consultants method set out in the Procurement Regulations and to be specifically set out in the Request for Expressions of Interest (REoI).
