The African Union Commission has received financing from the World Bank toward the cost of The Building Institutions and Systems to Harness and Realize Agenda (BIASHARA) 2063 Project, and
intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include Consulting Service to provide technical support for the IPR Division of the Secretariat. The consultant is required to facilitate and
provide technical support for the development and negotiation of the Annexes to the Protocol on IPR. Specific tasks include:
Support and organise AfCFTA IPR technical meetings and other activities under the agreed work plan for the Division.
Prepare technical notes, presentations, speeches and speaking notes on various issues relating to IPR;
Support research work on IPR and ensure the appropriate and timely dissemination of the research as appropriate.
Participate in technical assistance and capacity building activities of the Division.
Prepare meeting reports and quarterly reports on Investment, ensuring that agreed deadlines for these inputs are strictly adhered to.
Provide technical expertise on the development of relevant and required documentation for AfCFTA State representatives participating in technical meetings on IPR.
Perform any other duties as may be assigned by the Head of the Division

The African Union Commission now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information
demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
The ideal candidate should have:
Education
Master’s degree in international Trade, Economics, International Relations, Policy and Development, International Law and any other relevant areas is required, with 5 years of
professional work experience; OR
Bachelor’s degree specializing in international Trade, Economics, International Relations, Policy and Development, International Law and any other relevant areas is required, with 7 years
of professional work experience.
Specific Professional Experience
Broad/general understanding of Africa"s regional integration agenda and key AfCFTA issues is required.
Experience with continental, regional, and/or national policymaking on relevant trade and/ or IPR issues is desirable;
Knowledge of trade and/or IPR is an asset;
Good interpersonal/teamwork skills;
Must be computer literate with a working knowledge of common computer applications and systems;
Good drafting, reporting, communication and presentation skills;
Ability to liaise with a diverse range of people and stakeholders; and
Proficiency in one of the African Union working languages (Arabic, English, French, Portuguese, Spanish or Swahili). Knowledge of one or several other working languages would be an added
advantage.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, revised
November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
A Consultant will be selected in accordance with the Individual Consultant selection method set out in the Procurement Regulations.

TERMS OF REFERENCE
INDIVIDUAL CONSULTANT AS AN INTELLECTUAL PROPERTY RIGHTS (IPR) EXPERT

Background
The AfCFTA Secretariat is established as a unique Pan-African body in charge of administering, facilitating, and monitoring the implementation of the AfCFTA Agreement. At the core is the
implementation of the Agreement Establishing the AfCFTA, negotiated, signed and ratified by the State Parties. The goal is to ensure that trade is conducted smoothly, predictably and, as freely
as possible across the continent.
The AfCFTA Secretariat has received financing from the World Bank Group (WBG) toward the cost of the Building Institutions and Systems to realise Agenda 2063 Project (BIASHARA) for the
effective implementation of the African Continental Free Trade Area (AfCFTA) Agreement and intends to apply part of the proceeds for consulting services.
The principal objective of this project is to support the effective implementation of the AfCFTA Agreement. The AfCFTA Secretariat has the responsibility to coordinate the implementation of
the AfCFTA Agreement and to undertake monitoring and evaluation of implementation progress. The key objective of the BIASHARA project is to support the effective implementation of the AfCFTA
and to facilitate the rollout of the preliminary implementation programmes, all of which will further support to the creation of a single continental Free Trade Area and contribute to
Africa’s socioeconomic transformation.
Objectives of the Assignment
To engage the services of an IPR Expert to provide technical support for the IPR Division of the Secretariat.
Scope of Work
The principal scope of work is to facilitate and provide technical support for the development and negotiation of the Annexes to the Protocol on IPR. The specific purpose of the
consultant’s work is to support the smooth execution of the Division’s activities, provide appropriate technical support to the Division on IPR and related issues; develop concept notes for
IPR activities and ensure the provision of supporting documentation for the AfCFTA meetings and conferences/seminars/fora/webinars.
The consultant is expected to:
Support and organise AfCFTA IPR technical meetings and other activities under the agreed workplan for the Division.
Prepare technical notes, presentations, speeches and speaking notes on various issues relating to IPR;
Support research work on IPR and ensure the appropriate and timely dissemination of the research as appropriate.

Reporting
The consultant will report in the first instance to the Head of Division, IPR at the AfCFTA Offices in Accra, Ghana.
Duration
The Consultancy service shall run for 12-18 months.
Evaluation Criteria
The eligibility criteria, the establishment of a shortlist and the selection procedure shall be in conformity with the WBG’s Rules and Procedure for the Selection of Consultants.
Interested individuals should provide information on their qualifications and experience demonstrating their ability to undertake the assignment (CV, reference to similar services, experience
in similar assignments, etc.). The consultants shall be evaluated based on the following criteria.

Remuneration
Remuneration is payable on a monthly basis. It is negotiable but based on qualifications, experience, and the applicable AU rates for the level of the consultancy. Fees payable do not
include costs associated with project related travels, coordination/organization of project related activities and events, stakeholder dialogues, consultations and workshops. The AU will meet
these costs.

The consultant will be based in Accra, Ghana, at the AfCFTA Secretariat
