The Government of South Sudan (GoSS) has received financing from the World Bank towards the cost of the implementation of Productive Safety Net for Socioeconomic Opportunities (SNSOP). Based on, MAFS is seeking to use a portion of the proceed of the funds to finance the position of the Senior Public Finance Management Specialist
The objective of the consultancy is to use the capacity building assessment done by MAFS through FAO and other capacity assessments to build the capacity of MAFS and MGCSW finance staff to ensure implementation of sound financial management system. To this end the Consultant is expected to consider all the elements of the PFM cycle i.e. budget preparation, budget execution, budget monitoring, accounting and treasury management, internal control including internal audit, financial reporting, and external audits. As part of strengthening the accounts and finance function, the Specialist is expected to be a central resource in supporting MAFS and MGCSW financial systems as well as for the projects it implements.
Responsibilities: The Consultant shall work in the Single Project Coordination Unit (PCU) of the projects and s/he will have the following key responsibilities among others: technically support the Ministry of Agriculture and Food Security (MAFS) to achieve the above-stated objective, advice and ensure that all the financial management activities are compliant with the Operation Manual and World Bank financial Guidelines; He/she will support the financial management of the program activities and contribute and give emphasis to capacity building of the Government staff; and adhering to the general procedures and guidelines of the World Bank (WB) in order to ensure quality output of program interventions and all other tasks detailed in the Terms of Reference (TOR) that will be provided upon submission of application (in person or by E-mail).
Government officials or civil servants will not be considered unless: (i) they are on leave of absence without pay or have resigned or retired six months prior to the date of the advert; (ii) their employment will not create Conflict of interest.
Duration: The assignment will be for a period of twelve (12) months with a possibility of extension subject to satisfactory performance.
Selection Criteria: The selection shall be based on qualification, experience and skills of the candidate and followed by an interview. The qualification, experience and skills should include: Bachelor’s degree in accounting, Finance, Business Administration, or related fields and Master’s degree in accounting, finance, Business Administration, or any related fields from a recognized university; Full membership of a professional accountancy body recognized by International Federation of Accountants (IFAC) such as CA/ACCA/CPA/CIMA/CIPFA required; A minimum of 10 years of practical experience working in public finance management sectors; At least 8 years working on operations financed by international development institutions such as World Bank, African Development Bank, Asian development Bank; Experience working in at least three (3) countries of which at least one (1) should be similar working environment like that of South Sudan. Familiarity with World Bank financial management, disbursement and Procurement Guidelines and procedures; Demonstrated experience working on public financial management; Strong inter-personal skills, proven motivation and demonstrated ability to lead teams; Technical knowledge and experience in undertaking change management and capacity building in the public sector especially in public financial management reforms; Proven skills in the use of computer software applications including spreadsheets, accounting packages and word-processing; Experience in similar donor-funded assignment in fragile and conflict situations; Experience working in hard and difficulty environments with flexible working hours and handling extensive workload with minimum supervision; Knowledgeable of the government payment systems and international public-sector accounting standards.
The MAFS now invites eligible Individual Consultants to indicate their interest in providing the above-mentioned services. Interested consultants must provide information indicating that they are qualified to perform the Services and furnish the Curriculum Vitae (CV) in the prescribed form that will be provided with the TOR upon submission of application (in person or by e-mail at the address given below).
The attention of interested consultants is drawn to Section III, paragraphs 3.14, 3.16 and 3.17 of the World Bank’s ‘Procurement Regulations for IPF Borrowers’ July 2016 revised November 2017, August 2018 and November 2020 [Procurement in investment Project Financing; Goods, Works, Non-Consulting and Consulting Services], setting forth the World Bank’s policy on conflict of interest.
A consultant will be selected in accordance with the procedures set out in the World Bank’s ‘Procurement Regulations for IPF Borrowers’ July 2016 revised November 2017, August 2018 and November 2020 for selection of individual consultant.
