Assignment Title: Individual Consultant – UI/UX Designer – Regional

The Regional Integrated Multi-Hazard Early Warning System (RIMES) has received/has applied for financing from the World Bank toward the cost of the Climate Adaptation and Resilience for South Asia (CARE) Project and intends to apply part of the proceeds for consulting services.

The consulting services (the Services) include an individual consultant – UI/UX Designer – Regional who is to support CARE Component 1 in developing user-friendly, engaging, and effective UI/UX designs for the web and mobile applications of the RDAS, CARE MIS, and where necessary, of relevant DSSs.

The Terms of Reference (TOR) for the primary procurement stage for the assignment are attached to this request for expressions of interest or can be found at the following website: www.rimes.int or via the address given below.

The Regional Integrated Multi-Hazard Early Warning System (RIMES) now invites eligible individual consultants (Consultants) to indicate their interest in providing the Services. [Expression of interest from Consulting Firms shall / shall not be considered]. Interested Consultants should provide CV demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

Knowledge

• At least Bachelor"s Degree in Computer Science, Software Engineering, Management Information Systems or a related field

Experience

• Minimum of 3 years demonstrable experience in developing and implementing impactful web/mobile UI/UX designs for scientific/development/research institutions
• Demonstrable experience in creating wireframes, storyboards, user flows, process flows, site maps, and others relevant
• Demonstrable experience in using prototyping/design tools such as Sketch, Adobe XD, Figma, InVision, etc.
• Demonstrable experience in using Angular and React JS, with strong knowledge of CSS, HTML, JavaScript, etc.
• Demonstrable experience in creating animations, transitions, and microinteractions using CSS, JavaScript, or libraries like jQuery or GSAP
• Demonstrable experience in designing intuitive and engaging interactions, such as microinteractions, animations, transitions, and feedback mechanisms
• Experience with Swift, Objective C, and XCode for iOS applications and Java, Kotlin, and Android Studio for Android applications

Skills and abilities

• Excellent knowledge of visual design principles such as color theory, typography, layout composition, and visual hierarchy, among others
• Knowledge of accessibility guidelines, such as WCAG (Web Content Accessibility Guidelines), and consider accessibility principles in their design decisions
• Proficient in using version control systems like Git to manage code repositories, collaborate with other developers, and track changes
• Skilled in using browser developer tools and testing tools to identify and fix issues related to performance, responsiveness, or compatibility
• Ability to digest complex technical plans and convey them into easy-to-understand forms
• Strong written and verbal command of English language
• Strong technical writing skills

Personal Qualities

Excellent analytical and problem-solving skills; demonstrable ability to plan and organize work independently; excellent interpersonal and communication skills; high commitment to responsibility and work quality; ability to work effectively and efficiently independently and/or within a multi-cultural team; openness/receptiveness to critique for enhancing work and outputs.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

A Consultant will be selected in accordance with the individual consultants method set out in the Procurement Regulations and to be specifically set out in the Request for Expressions of Interest (REoI).
