Assignment Title: Economic Modelling of Emissions Trading System in Türkiye

The Ministry of Environment, Urbanization and Climate Change - Directorate of Climate Change (DoCC), through Ministry of Treasury and Finance (MoTF) has received financing from the World Bank toward the cost of the Türkiye Partnership for Market Implementation Facility (PMIF) Carbon Market Development Project, and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include assisting the DoCC to conduct an economic modelling study on the impact of different Emissions Trading System (ETS) design options to inform the decision makers and stakeholders by demonstrating the impact of prices on emissions and macroeconomic indicators of the ETS in Türkiye.

The assignment is expected to start in May 2024 with 9 months implementation period.

The Directorate of Climate Change now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The reference period for general and specific experiences which will be taken into account will be the last five years from submission deadline. The shortlisting/selection criteria are:

i. General Experience (20%)

• At least three (3) years experience in environmental or climate sector
• Completion of one (1) service contract in environmental or climate sector.

ii. Specific Experience of Consultants Relevant to the Assignment (80%)

• Experience in at least two (2) service contracts concerning economic, climate change or energy modelling and analysis
• Experience in carbon pricing would be an asset
• Experience in training/capacity-building in economic modelling would be an asset.
• Experience and knowledge in Turkish climate policies would be an asset

Since Key Experts will not be evaluated at this stage, no CVs will be included in the Expression of Interest/s (EoIs).

To streamline and facilitate the evaluation process of the EoIs, the EoIs shall be submitted in the attached form. Copies of completion certificates/references of Clients of completed contracts are not required to be submitted with EoI. In the subsequent stage at the time of submission of proposals, the Client may request the Consultants to submit such supporting completion certificates.

The attention of interested Consultants is drawn to (i) paragraphs 3.16 & 3.17 of the Procurement Regulations for IPF Borrowers: Procurement in Investment Project Financing (Goods, Works, Non-Consulting and Consulting Services) (November 2020), setting forth the World Bank"s policy on conflict of interest, and (ii) Consultant firms can only use their own experience to demonstrate their qualifications for the assignment and not of their parent, sister or subsidiary companies or their employees. Experience of subconsultants shall not be considered in the evaluation of the EoIs.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. Interested Consultants" should clearly indicate the structure of their "association" and the duties of the partners and sub consultants in their application. The full commercial names of all Consultants and their country should be specified in the expression of interest.

A Consultant will be selected in accordance with the Consultant’s Qualification-based Selection (CQS) method set out in the Procurement Regulations.
