Dear Sirs,

1. The Community Development and Investment Agency of the Kyrgyz Republic (Buyer) by this letter invites you to submit a price offer for the purchase of small works for the construction of 10/0.4 kV overhead lines and installation of package transformer substations (No. 1, No. 2 and No. 3) in the village of Aigul-Tash and additional FGP buildings No. 7 and No. 25 in Batken region. the following objects located at:

LOT No. 1 - Lot No. 1 - "Construction of an additional building in GSV No. 7 in the village of Ak Aryk, Kulunda AA, Leilek district, Batken region."
LOT No. 2 - Object: Lot No. 2 - "Construction of an additional building in GSV No. 25 in the village of Razzakov, Kulunda AA, Leilek district, Batken region."
LOT No. 3 - Object: Lot No. 3 - “Construction of a 10/0.4 kV overhead line and installation of package transformer substations (No. 1, No. 2 and No. 3) in the village of Aigul Tash Suu, Bashinsky AA, Batken district, Batken region"

(The Bidder may visit the property at the above address after notifying the Buyer in advance).

2. To assist you in preparing your bid, we have attached a Bill of Quantities, a Bid Form, and an Initial Contract Form. You must submit your bid for the property specified in the request. The contract will be awarded to the firm that meets the technical requirements and offers the lowest estimated value for the specified project.

3. You must submit one original bid with the Proposal Form (Section 4) clearly marked “Original.” In addition, you also submit one copy marked “Copy.” Your tender proposal in the attached attachments must be sealed, sealed in an envelope, addressed and delivered to the following address:

4. Bids may also be sent by fax or electronically to the address indicated above.

5. Must have experience as a Principal Participant in the construction of at least two projects of similar nature and complexity equivalent to the work included in this Request for Quotations, within the last three years and for a total amount equal to the quotation price. It is necessary to provide confirmation from financial institutions about the availability of financial resources for the successful completion of work

6. The documents constituting the proposal from the Contractor must include:
(a) Bid Form (attached in Section 6);
(b) Completed Bill of Quantities (Section 1);
(c) Technical Specifications (Section 2);
(d) Personnel and Machinery (Section 3);
(e) Drawings (Section 4);
(e) Work Schedule (Section 5)
(g) Certificate of registration with the Ministry of Justice of the Kyrgyz Republic;
(h) Enterprise license for construction and installation work (CEM) not lower than level III of responsibility (attach a copy);
(i) Feedback/s from previous customers on similar repair and construction work.

Failure to provide one of the above documents specified in Clauses 5 and 6 may result in rejection of the tender proposal (quote) by the Customer.

7. Each tenderer is required to submit only one proposal, either individually or as a partner in a joint venture. All quotes submitted in violation of this rule will be rejected. The joint venture partners are jointly and severally responsible for the performance of the contract. In the case of a joint venture, the lead partner must demonstrate experience in accordance with paragraph 5. The financial capabilities of all partners in the joint venture will be combined to determine the adequacy of resources.

8. During the bid evaluation process, the Employer will determine the estimated value of each bid by adjusting the bid to correct any arithmetic errors as follows:
(a) if there is any discrepancy between the amounts in figures and in words, the amount stated in words will prevail;
(b) if there is a discrepancy between the unit price and the total amount resulting from multiplying the unit price by the quantity, the unit rate will prevail;
(c) If the Contractor refuses to accept the adjustment, his proposal will be rejected.
