REQUEST FOR EXPRESSION OF INTEREST

The East African Community (EAC) Secretariat has received a grant from the World Bank toward the cost of an Investment Project Financing (IPF) component of the Eastern Africa Regional Statistics Program for Results and intends to apply part of the proceeds for the selection of a Consumer Price Indices Expert.

The EAC Secretariat now invites qualified and eligible individual consultant to indicate interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (letter of interest, Updated CV, description of similar assignments, experience in similar positions, availability of appropriate skills, etc .

The selection criteria will be based on the following:

• A Master’s degree in Statistics or Economics or equivalent qualifications from a recognized University/ Institution;
• More than 8 years of experience in compiling CPI; and
• Working knowledge in compilation of Harmonized Consumer Price Indices at national level or regional level.
• Experience in CPI software.

The attention of interested Consultants is drawn to Section III, paragraph 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Project Financing - Goods, Works, Non-Consulting and Consulting Services, November 2020 (Fourth Edition), setting forth the World Bank’s policy on conflict of interest.

Consultants will be selected in accordance with the Individual Consultant Selection (ICS) method set out in the Procurement Regulations.
