Assignment Title: CONSULTANCY TO CONDUCT LABOR MARKET STUDY TO POPULATE THE EDUCATION AND LABOR MARKET INFORMATION SYSTEM (ELMIS) FOR MOHERST

The Ministry of Higher Education Research Science and Technology has, in the past few years, embarked on a transformation agenda of the tertiary and higher education sector geared towards increasing equitable access and enhancing the quality of tertiary and higher education, including skills development, research, science, technology and innovation in the country. Considering these developments and to make the coordination and management of tertiary and higher education institutions effective, the Ministry is finalizing the upgrading of its Management Information System (MIS), which has components for both Education and Labour Market Information Systems (ELMIS) incorporated. The LMIS will provide the platform where data on labour supply/demand of skilled labour is shared, and it also strengthens institutional arrangements that foster productivity and economic development.
In the Gambia, data/information on the labour market is mainly provided by the Gambia Bureau of Statistics (GBoS) through the labour force survey, which is conducted every three years. The information required here is to provide real-time data on job opportunities and required training competencies for both employers and education service providers. Therefore, there is a felt need to not just establish an LMIS but to ensure it brings together stakeholders that enhance interoperability in both markets. The maintenance of an equilibrium between supply of skilled graduates and requirements of employers are essential to stimulate a sustained economic development trajectory. This has a wider implication for policy formulation, particularly in meeting the needs of the employment and labour markets. It also strengthens partnerships and interaction between education institutions and industry players.
The main objective of the consultancy service is to present a functional ELMIS with relevant information that will be useful for both educational service providers and employers.
The specific objectives of the consultancy would be to, among other things:
The consultant and the technical team will be required to carry out a comprehensive mapping of ELMIS and assess its general situation by analysing stakeholders" institutional arrangements and interactions, focusing on their relation to education, employment and job creation and what regulations or mechanisms are specific to the labour market. The consultant is expected to provide mechanisms surrounding the management and functions of the labour market and also adapt it to regional and or global best practices.
The main tasks to be undertaken are:
The consultancy will span for a period of three (3) months from the date of the award of the contract.

The firm or consultant is required to work with a team identified by Government to transfer knowledge and skills.
Submission of Expressions of Interest:
The Ministry of Finance and Economic Affairs (MoFEA) through the Gambia Fiscal Management Development Project, now invites eligible Individual consultants to indicate their interest in providing the Services. Interested Consultant firms should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” dated September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
A Consultant will be selected in accordance with the Individual Consultant Selection (IC) method set out in the Consultant Guidelines. Further information can be obtained at the address below during office hours from 09:00 to 16:00 Monday to Thursday and 09:00 to 12h20 on Friday.
