C40 is a network of nearly 100 mayors of the world’s leading cities, who are working to deliver the urgent action needed right now to confront the climate crisis, and create a future where everyone, everywhere can thrive. Mayors of C40 cities are committed to using a science-based and people-focused approach to help the world limit global heating to 1.5°C and build healthy, equitable and resilient communities. Through a Global Green New Deal, mayors are working alongside a broad coalition of representatives from labour, business, the youth climate movement and civil society to go further and faster than ever before.
The strategic direction of the organisation is determined by an elected Steering Committee of C40 mayors which is co-chaired by Mayor Sadiq Khan of London, United Kingdom, and Mayor Yvonne Aki-Sawyerr of Freetown, Sierra Leone. Three term Mayor of New York City Michael R. Bloomberg serves as President of the C40 Board of Directors, which is responsible for operational oversight. A nine-person management team, led by Executive Director, Mark Watts, leads the day-to-day management of C40. Global Covenant of Mayors for Climate & Energy
The Global Covenant of Mayors for Climate & Energy (GCoM) is the largest global alliance for city climate leadership, uniting a global coalition of over 12,000 cities and local governments and 100+ supporting partners to take ambitious and measurable climate and energy action. The cities and partners of GCoM share a long-term vision of supporting voluntary action to combat climate change and towards a resilient and low-emission society.
In addition to providing resources and training opportunities, the GCoM gives cities a unified voice on the international stage, ensuring the local level is heard in global policy debates.
The Global Covenant of Mayors is comprised of 13 Regional and National Covenants that support signatory cities in line with local needs. By signing up via their Regional or National Covenant, cities become part of a global movement.
Hence, GCoM serves cities and local governments by mobilizing and supporting ambitious, measurable, planned climate and energy action in their communities by working with city/regional networks, national governments, and other partners to achieve our vision.
Led today by UN Special Envoy on Climate Ambition and Solutions Michael R. Bloomberg and European Commission Executive Vice President Frans Timmermans, the coalition comprises cities across 6
continents and 142 countries, representing over 900 million people or more than 10% of the global population.

2. Summary, Purpose and Background of the Project
About the City Climate Finance Gap Fund:
The City Climate Finance Gap Fund (Gap Fund) launched in September 2020, aims to help cities in developing and emerging countries transition towards low-carbon and climate-resilient pathways. This will be achieved by addressing the critical lack of financing necessary to formulate city climate strategies and analyze key actions, identifying the actions for cities to pursue to enhance their capacities, promoting improved coordination among key stakeholders, and supporting the preparation of projects from planning and strategy development to project concept and pre-feasibility stage. The City Climate Finance Gap Fund aims to help cities in developing and emerging economies transition to low-carbon, climate-resilient pathways by providing technical assistance and improving access to financing.
About the project:
The project seeks to (i) raise awareness of cities and city networks about the Gap Fund. This encompasses the development and dissemination of awareness raising materials, and the delivery of knowledge exchange events to facilitate partnerships and promote low-carbon, climate resilient city development activities; (ii) Support to cities through outreach activities that include the assessment of cities’ climate challenges and priorities, and the delivery of knowledge sharing activities, including training and workshops. (iii) the third component will support overall coordination and project implementation.
The project will consist of three components, namely: (i) Awareness Raising, (ii) Support to Cities, and (iii) Project Management as described in the following sections.
Component 1: Awareness Raising. This component will support selected cities by carrying out climate awareness activities. It will comprise two activities:
Development and dissemination of awareness raising materials on the existence and operation of the CCFGF in different regions; and
Knowledge exchange events with relevant stakeholders to facilitate partnerships and promote low-carbon, climate-resilient city development activities.
Component 2: Support to Cities. This component will focus on outreach activities to promote low-carbon, climate-resilient city development. It will comprise two activities:
Assessment of cities’ climate challenges and priorities in connection with developing, financing and implementing climate-smart projects; and
Knowledge sharing activities, including trainings and workshops, with relevant stakeholders on existing tools and data available on emissions reduction, climate resilience and energy access quantification.
Component 3: Project Management. This component will support overall coordination and project implementation. The Global Secretariat at GCOM will function as the Project Implementation Unit (PIU) responsible for overall project monitoring and evaluation and reporting. The PIU will liaise with the World Bank and EIB Gap Fund Secretariats and work closely with GCOM’s regional and national chapters. This component will also finance incremental operating costs such as office administration, design, printing and translation, and information technology and conduct project audits.
Objectives of the assignment:
Outputs/Work Assignment:
Map cities, local governments, partners, and organizations involved in climate adaptation, mitigation, and resilience in the MENA region.
Engage regional local governments in Gap Fund trainings and events, collaborating with the Gap Fund - GCOM Global team and the Regional Covenant of Mayors in MENA.
Provide support during the Gap Fund application process for MENA cities, identifying needs and challenges that can be addressed by Gap Fund technical assistance and reporting findings to the global team.
Offer comprehensive support to the GCOM-Gap Fund Global team’s engagement in the MENA region, in coordination with the Regional Covenant.
Conduct dialogues, meetings, interviews, and workshops with local government representatives and stakeholders in MENA cities to raise awareness of the Gap Fund and support the submission of quality Expressions of Interests.
Translate relevant Gap Fund materials into Arabic and develop advocacy messages to encourage regional city applications.
Facilitate and promote engagement between cities, partners, local governments, and stakeholders to increase awareness and promote low-carbon, climate- resilient city development activities.
Contribute to communication products, knowledge-sharing activities, and awareness-raising events, including writing articles, reports, and presentations.
Participate in outreach and knowledge exchange activities, supporting the communications team.
Overall goal: Raise awareness of the Gap Fund among cities and city networks in the MENA region, improving coordination and implementing low-carbon and climate-resilient city development projects.
The goal is to ensure clear communication and engagement with stakeholders across different regions, languages, and contexts through high-quality, accurate and culturally-sensitive interpretation and translation.
3. Request for Expression of Interest (REoI) Guidelines
This Request for Expression of Interest (REoI) represents the requirements for an open and competitive process. Expression of Interest will be accepted until 6:00 pm CET, May 21, 2024. Any expression of interest received after this date and time will not be accepted. All expressions of interest should include clear timetables, how they would work with C40, clear costs and detail on experience in this area.
The expression of interest should give C40 evaluators all the information they need to assess your bid. Please clearly indicate where applicable:
How your expression of interest is responsive to the Evaluation Criteria;
The assumptions you are making about the project;
Risks you have identified and appropriate mitigation measures;
Information about your fee;
Proposed timeline of implementation;
Any additional support that you need to make the project a success, including any inputs you will need from third parties or C40 staff;
Proposed working partnership with C40, including (as applicable) project governance and management, key personnel, key roles and responsibilities, and escalation procedure for issues.
You must include adequate information about how your costs were calculated to enable evaluation of cost reasonableness.
The expression of interest should clearly indicate the required input from C40 staff, the timeline of implementation, and any required background work or set-upset up. Furthermore, the submission should show how the respondent intends that the project governance and management should work. This should, as a minimum, cover the proposed working partnership with C40, key roles and responsibilities, reporting, change requests, escalation of issues, sign-off of work stages, and acceptance criteria.
Respondents are also required to set out any risks and assumptions made in planning this work. Where risks are identified appropriate management and mitigation strategies should also be outlined. The expression of interest should include details on how a risk assessment would be completed and what that would include.
If the individual consultant submitting an expression of interest must outsource or contract any work to meet the requirements contained herein, this must be clearly stated in the EoI. Additionally, all costs included in expression of interest must be all-inclusive to include any outsourced or contracted work. Any expression of interest which call for outsourcing or contracting work must include a name and description of the organisations being contracted.
All costs must be itemized to include an explanation of all fees and costs.
Contract terms and conditions will be negotiated upon selection of the winning bidder for this REoI. All contractual terms and conditions will be subject to review by C40 legal department and will include scope, budget, schedule and other necessary items pertaining to the project.

Contract
Please note this is a contract for professional services and not a grant opportunity. Individual consultants unable to accept contracts for professional services should not submit bids. This opportunity will be awarded in line with the World Bank – Contract for small assignment – Time based template which is meant for individual consultants.
These terms and conditions are non-negotiable. Organisations unable to accept them as drafted should not submit bids in connection with this opportunity.
If C40 are unable to execute a contract with the winning bidder of this competitive process, we reserve the right to award the contract to the second highest ranked bidder.
Subcontracting
If the individual consultant submitting an expression of interest needs to subcontract any work to meet the requirements of the expression of interest, this must be clearly stated. All costs
included in expression of interest must be all-inclusive of any outsourced or contracted work. Any expression of interest which call for outsourcing or contracting work must include a name and

5. Scope, Objectives and Selection Criteria

Objectives of the assignment:
C40 and the Global Covenant of Mayors (GCoM) are partnering with the City Climate Finance Gap Fund (Gap Fund) to raise awareness on the Gap Fund and support cities in accessing this technical assistance. Specifically in the Middle East and North Africa region, the objectives of this assignment are:
Facilitate engagement between cities and stakeholders to promote low-carbon and climate-resilient city development in the MENA region.
Map cities, local governments, partners, and organizations involved in climate adaptation, mitigation, and resilience in the MENA region.
Offer comprehensive support for the GCOM-Gap Fund partnership activities and engagement in the MENA region..
Engage regional local governments and relevant partners and stakeholders in activities to raise awareness about the Gap Fund.
Deliver workshops and outreach events for cities aiming to accelerate low-carbon development.
Provide technical assistance for MENA cities aiming to apply to the Gap Fund. Identify and address city challenges during the EoI completion process.
Contribute to develop communication products and support knowledge-sharing activities.
Duties and accountabilities:
Mapping of key stakeholders in the MENA region: Database of relevant cities, local governments, partners and organizations in MENA involved in climate resilience and mitigation efforts.

3+ years experience in areas like sustainable development and climate change.

6. Additional Information
The potential post-holder is asked to submit an EoI including CV and Cover Letter.
The total expected number of days for this role is between 80 and 110 days for the duration of the contract but this might be subject to change. Please submit your estimated daily fee.
This position might require travelling and related travel expenses will be covered by the project upon approval.
All costs incurred in connection with the submission of this EoI are non-refundable by C40.
