Assignment Title: Consultancy Services for Strengthening and Improving Early Grade Arabic Language Arts Instruction and Initial Teacher Education (Preservice)

The Palestinian Ministry of Education (MOE) has received financing from the World Bank toward the cost of the Supporting an Education Reform Agenda for Improving Teaching, Assessment, and Career Pathways (SERATAC), and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include Strengthening and Improving Early Grade Arabic Language Arts Instruction and Initial Teacher Education (Preservice), the level of effort (LoE) is estimated to be 800 (staff-days), the implementation period will be 20-24 months, and the expected start date of assignment is 01st September 2024.
The objective of the consultancy is to (a) review the Palestinian Arabic language arts standards and teaching and learning (T&L) resources and make improvements, and (b) review and improve the preparation and development of teachers of Arabic, in line with the evidence on effective T&L practices and approaches. This will be achieved through the following main tasks:

The Ministry of Education now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
a. 10 years at least of proven experience in providing training programs in languages sciences, review and development of teaching and learning materials, and standards enhancement.
b. 8 years of proven experience in conducting similar assignments and covering, at least, the following aspects:
c. Solid Knowledge of the latest evidence on Arabic language T&L.
d. Ability to develop locally relevant T&L materials for the Palestine context.
e. The international university/ institution shall be located in MENA region, or at least has a branch in the MENA region.
Note: Key Experts will not be evaluated at the shortlisting stage.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, revised in November 2017, and in August 2018, and in November 2020, and September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. In addition, please refer to the following specific information on conflict of interest related to this assignment. Information on conflict of interest related to the assignment as per paragraph 3.17 of the Procurement Regulations.
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the Quality Cost Based Selection (QCBS) method set out in the Procurement Regulations.
