Assignment Title: Consultancy Services for Construction Supervision Services for Gerze(SNOP) Solar Power Plant (SPP) Project.
ILBANK (hereinafter called “Borrower”) has received financing from International Bank for Reconstruction and Development (IBRD) (the “Bank”) toward the cost of the Sustainable Cities Project II – Additional Finance (SCP II AF), and intends to apply part of the proceeds for Solar Power Plant (SPP) Projects consulting services.
The consulting services (“the Services”) include the design review (screening) of existing design and performing construction supervision (hereinafter called “Services”) for Solar Power Plant (SPP) Project of Gerze (SNOP) Municipality.
The above Services are related to the following proposed investments detailed in Terms of Reference (ToR):
Design Review (Screening) and Supervision Consultancy Services of Unlicensed Solar Power Plant Project with an installed capacity of 1170 kW-DC / 900 kW-AC.
The estimated duration of the Services is 5 (five) calendar months including design review (screening) and supervision of construction works and excluding Defects Liability Period of the construction works which is 12 months. Gerze (SNOP) Municipality now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The shortlisting criteria are:
General experience:
1. At least 10 years’ of general experience of as core business in Consultancy Services prior to the deadline for submission of applications prior to deadline for submission of interests;
2. Experience in successful completion of projects financed by international financing institutions; preferably under the World Bank finance, within last 10 years prior to deadline for submission of interests
Specific Experience:
1. Experience in the consultancy services that are similar to the required services in size, similarity and complexity in the last 10 years, preferably in renewable energy sector;
2. Experience in the region (Turkey) and knowledge of local standards and regulations.
Administrative and Human Resources Capacity:
The Consultants should demonstrate availability of and/or access to the key experts for the performance of the services described in the TOR;
The Consultants should demonstrate sound administrative and financial capacity.
Key Experts will not be evaluated at the shortlisting stage. The Client satisfaction and past performance of the Consultants in similar works will be considered in the ranking of the Consultants when establishing the shortlist.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms in the form of a joint venture and/or a sub consultancy to enhance their qualifications. In case of a Joint Venture (JV), all members of the JV shall be evaluated jointly for the purpose of short listing and shall be jointly and severally liable for the assignment and shall sign the contract jointly in case of award is made to that JV group. Interested Consultants should clearly indicate the composition of their "association", and role of each partners (lead or member) and sub-consultants in their application. Unclear expression of interests in terms of "in association with" and/or "in affiliation with" and etc. without indicating the status of the partnership and designation of the lead partner may not be considered for short listing. The full commercial names of all Consultants and their country should be specified in the expression of interest.
A consultant will be selected in accordance with Consultant’s Qualifications-Based Selection (CQS) method as set out in the World Bank"s Procurement Regulations for IPF Borrowers:

Interested consultants may obtain further information from Gerze(SNOP) Municipality through the e-mail address provided below, during office hours from 10.00 am to 17.00 hours (Türkiye time), 18/03/2024 until 17.00 prior to the due date and time for submission of the Expression of Interest.
Expressions of interest to be clearly marked “Consultancy Services for Design Review, and Construction Supervision Services for Gerze (SNOP) Municipality Solar Power Plant (SPP) Project”. Expressions of interest (EOI) must be delivered in a written form (one hard copy and digital copy) to the address below by 21/03/2024 until 15:00 hours Türkiye time. Expressions of interest may be delivered by hand or by post or by courier by the deadline specified above. The Client reserves the right to reject the applications received after the above-referenced date.
The Expression of Interest/s will be submitted in English.
