To: All Construction Companies with Valid Trade Licenses & Tax Clearance Certificate Renewed for the Year 2016 E.Cand Capable of fulfilling the Responsive Criteria of Bid.

TiyoWoredaAgriculture Office has SecuredGrant fund from the World Bank (IDA) towards the cost of Construction works of Bosha-2 Rehabilitation and Expansion of Small Scale Irrigation Project and intends to apply a portion of the proceeds of this fund and front to eligible payment under this contract.

Accordingly, Tiyoworeda Agricultural Office invites eligible construction companies for List Evaluated Competitive who fulfill the following responsive criteria:

• All over the Inviters background and Construction Project category listed in table bel

• Bidders should have submitted VAT registration, supplier list, registration certificate, and TIN No certificate.
• Bidders Must accomplish Bid security of unconditional Bank guarantee or CPO as expressed in the Bid Data Sheet during submission of the Bid for the Project and unconditional guarantee issued by a Bank.
• The bid validity period of the bid is Ninety (90) days, and it has to be submitted in a separate envelope and marked “Bid security” which has the name of the employer and address, Name and location of the project, stamped and wax sealed. Failure to do this will result in automatic rejection.
• A complete set of bidding documents in English may be purchased by interested eligible bidders upon payment of a non-refundable fee of ETB 1000.00 (one thousand birr only) from Tiyoworeda Finance Office Room No: 03, for 30 (thirty) days after this invitation for bid (NCB) was released on Press/Gazeta from15/02/2024 up to15/03/2024. The payment method will be by Bank through Commercial Bank of Ethiopia Account No.:1000022874466, By the name of TiyoWoredaGenzebina Economy.

• A bidder shall obtain a site visit letter and other further clarification about the Bidding Document from TiyoWoreda Agriculture offices.

• Bidders Must submit the documents by hand to TiyoWoreda Administrative Office Room No.09 at 10:00 AM on 15/03/2024. Late bids will be rejected.
• The Bid opening shall be at the same place and Date Exactly at 10:30 AM Morning local time in Room No.09.
• The bid opening shall be undertaken by Tiyoworeda Technical Committees in the presence of the Bidders or their legal representatives who want to attend the bid opening process.
• The bid opening process is not affected by the presence or absence of the Bidders.
• The Arithmetic check of the financial document will be done for Contractors who are responsive to the Technical evaluation criteria of bid and qualified for financial and will be announced with a letter or notice after completing the evaluation.
• The Bid should be submitted as per the SBD or Bid Data sheet ITB 20.1(one outer mother envelope, two inner mother envelopes (financial &technical), the financial mother envelope contains three financial documents (original financial, copy one financial, copy two financial) and the Technical mother envelope contains three technical documents (original technical, copy one technical, copy two technical)marking the envelopes as “ORIGINAL” and “COPY”.
• All the inner small envelopes and outer envelopes must have the employer"s name, address, contractor"s name, address, exact specific site name/exact site location, and project name, and shall be signed, stamped, and wax sealed.
• During the bid opening process both technical and financial envelopes will be opened at the same time, Call the bidder"s name, and the total project cost is read out loudly to participants.
• The total cost of the project has to be stated/ written in words and figures briefly.
• The Successful bidders shall expected to furnish 1% of the contract price for ESHS performance and 10% of the Contract price for the Performance Security bond.
• Tiyo Woreda Agriculture Office reserves the right to accept or reject any of or all of the bidding at any time before contract award without incurring any liability to Bidders.
