The African Center for Economic Transformation (ACET) has received a grant from the International Bank for Reconstruction and Development (IBRD) /International Development Association (IDA), and intends to apply part of the proceeds of this grant towards the procurement of consultants for the production of Gender Papers for the African Transformation Report 4

Background of Assignment

The African Transformation Report (ATR) is one of ACET’s flagship products. It is produced every three years and focuses on key opportunities and binding constraints to economic transformation. The reports provide policy recommendations that, when possible, include examples of good practice from across the continent that can be scaled up or replicated.

With the slow and uneven progress towards closing the gender gap across the continent, gender equality has been selected as the focus of the fourth edition of the African Transformation Report (ATR4). ATR4 will undertake research to better understand why countries are failing to implement gender policies at scale despite the overwhelming evidence on the link between gender equality and increased economic growth. In exploring the relationship between gender equality and economic transformation, the ATR4 will seek to expand ACET’s Growth with DEPTH (Diversification, Export competitiveness, Productivity, Technological upgrading, and Human wellbeing)[1] model to include a robust gender perspective. While the current model effectively advances ACET’s policy research, advisory, and advocacy work, there is still scope for improvements - particularly in expanding the knowledge gap on the progress of female participation in economic transformation and outcomes.

As part of the ATR development process, ACET will commission subject matter experts to conduct deep dives in areas of interest and produce background papers to underpin the report. The background papers may also be published as standalone pieces to provide evidence and inform broader research and analysis.

The objective of this study is to explore in what specific ways gender equality promotes or hinders economic transformation in key economic sectors of African countries, using Growth with DEPTH as the analytical framework.

Scope of Assignment

The goal of this study is to use sound research methods and available country and regional databases, as well as other rapid primary research methods, to explore the interlinkages between gender equality and each dimension of the DEPTH concept. The specific tasks are the following:

• Investigate how gender inequality, as framed by the economic participation and empowerment of women, affects economic transformation in different sectors of countries’ economy.
• Examine if and how economic transformation in the sectors has contributed to higher achievement of gender equality in the sector and the country (feedback loop).
• Explore some policy best practices and other programming actions/actors in the sectors and countries as well as in some comparator countries that could inform actionable recommendations.

This study will prioritize multi-country studies from the following countries: Senegal, Burkina Faso, Ghana, and Nigeria in West Africa; Ethiopia, Kenya, Uganda, Tanzania, and Rwanda in East Africa; Cameroon in Central Africa; and Zambia, Botswana, South Africa, Mozambique, and Mauritius in Southern Africa. Qualification, Skills, and Experience (Shortlisting Criteria)

• A master’s or DPhil/Ph.D. in economics with a focus on gender in macroeconomics, and at least 10 years of relevant experience.
• Proven track record of delivering intellectually rigorous, robust, and forward-looking analytical research.
• Expert knowledge and understanding of the macroeconomic environment and the gender landscape in one or more African countries.
• A proven track record of successfully collaborating with cross-functional teams to deliver high-quality analytical products.
• Demonstrable understanding of international organizations, such as the World Bank, IMF, OECD, AfDB, etc.
