About ACET
The African Center for Economic Transformation (ACET) is one of the pre-eminent organizations in the world focused on advancing African solutions to African transformation challenges. The African Center for Economic Transformation (ACET) has received from the Transformation for Africa Partnership (TAP) Trust Fund administered by the (International Bank for Reconstruction and Development (IBRD) /International Development Association (IDA), and intends to apply part of the proceeds of this funding to payments under the contract for services of a Senior Researcher for its Compact with Africa program.
The G-20 Compact with Africa
The G20 Compact with Africa (CWA) was launched in 2017 under the German G20 Presidency to promote private investment in Africa by increasing attractiveness of private investment through improvements of the macro, business and financing frameworks. It brings together 12 African countries, (Benin, Burkina Faso, Côte d’Ivoire, Egypt, Ethiopia, Ghana, Guinea, Morocco, Rwanda, Senegal, Togo and Tunisia) international organizations (World Bank, IMF, IFC, AfDB) and bilateral partners from G20 and others to support this objective. The initiative is demand-driven and open to all African countries.
As part of the program, the African Center for Economic Transformation (ACET) was endorsed by Ministers of Finance for the G-20 Compact with Africa’s (CwA), to facilitate the implementation of the program in member countries by providing independent reviews of country progress, policy research and expert advice; investment promotion and peer-learning opportunities in priority areas for member counties.
The Consultancy Assignment
The Senior Researcher will support the implementation of the program with sound technical research related to the various themes of the G20 Compact with Africa program. The Researcher will support the CWA Manager in ensuring that program deliverables remain on track and of high quality. Key activities will include: Research, developing policy briefs for Peer Learning events and supporting the CWA Manager by researching and preparing briefs to facilitate strategic engagement with BMF, BMZ, GIZ, World Bank, IFC, IMF, AfDB, the ACET Advisory Group, and other partners.
The expected level of input shall be 20 hours a week for a period from March 2024 – December 2024. Detailed terms of reference available on request to the address stated below.
Qualification, Skills and Experience
ACET invites eligible individuals to indicate their interest in providing the services. Interested consultants must provide information indicating their qualifications and ability perform the
services (Cover letter expressing interests and detailed CVs.). EOIs can be submitted in hard copies or by email to the address below.
The attention of interested consultants is drawn to section III, paragraphs 3.14,3.16 and 3.17 of the World Banks “Procurement Regulations for IPF Borrowers” July 2016 revised November 2017
and August 2018. A consultant will be selected in accordance with Individual Selection Method set out in the Bank’s Procurement Regulations
