The African Union Commission has received financing from the World Bank toward the cost of Building Institutions and Systems to Harness and Realize Agenda (BIASHARA) 2063 ", and intends to apply part of the proceeds for consulting services.

This EOI is prepared to engage an Individual Procurement Consultant under Building Institutions and Systems to Harness and Realize Agenda (BIASHARA) 2063.

  • BACKGROUND

The Africa Union has received financing from the World Bank toward the cost of the support for Building Institutions and Systems to Harness and Realize Agenda (BIASHARA) 2063. The project objective is to improve the effectiveness of the AfCFTA Secretariat in supporting Member States to negotiate and implement selected commitments and to enhance regional integration and intracontinental trade in Africa.

Building Institutions and Systems to Harness and Realize Agenda (BIASHARA) 2063 project is the second in an ongoing engagement to support the African Union (AU) by investing in building the capacity of the AU Commission (AUC) and the African Continental Free Trade Area (AfCFTA) Secretariat to facilitate continental integration. This project deepens the foundational investment made under the Support for Capacity Development of the AUC and other African Union Organs project (P126848) approved on May 4, 2014 (and Additional Financing approved on July 31, 2018), which provided technical and financial support to critical AU organs to enhance cross-cutting management functions such as Financial Management (FM), Procurement, and Information and Communications Technology (ICT). The first project also financed initial analytical and advocacy work, which informed the implementation of three key AU priorities namely, the AfCFTA Treaty; the Single African Air Transport Market (SAATM) Treaty; and the Free Movement of Persons (FMP) Protocol. The current closing date is June 30, 2023.

The SAATM, FMP, and AfCFTA are among the thirteen flagship projects prioritized for implementation under Agenda 2063: The Africa We Want, AU’s 50-year strategic plan for the continent’s economic and social transformation. The AU established SAATM and the FMP in 2018. The AfCFTA Treaty entered into force on May 30, 2019, and initiated trading under its provisions from January 1, 2021. The AUC is the AU’s implementation body and is responsible for overall institutional coordination of Member States and the Regional Economic Communities (RECs) to implement Agenda 2063, including the flagship projects. The AUC has several key responsibilities, including resource mobilization to support implementation, coordination with the United Nations system to ensure alignment with the Sustainable Development Goals (SDG), and monitoring and evaluating progress towards implementation organized in ten-year periods, with the first covering 2013-2023. The AUC has published a First and Second Continental Report on Implementation of Agenda 2063 and initiated the preparation of the Second Ten Year Implementation Plan (2023-2033). Several World Bank reports further confirm the importance of these flagship agendas.

  • OBJECTIVES

The objective is to recruit a Procurement Officer who will provide implementation support to the Program Management Unit (PMU) of the ISP.

  • SCOPE OF WORK

The consultants will be part of the Project implementation unit and will work functionally under the AfCFTA Secretariat in expediting procurement activities under the project in an effective and efficient manner and completing the activities within the duration of the project.

  • MAJOR ROLES AND RESPONSIBILITIES

The Consultant will execute all procurements under the ISP as well as support other procurement functions of the AfCFTA Secretariat. The Consultant will work with the Project Coordinator of the PMU, the Directorate of Administration and Human Resources, Directorate of Finance, and other staff of the PMU as well as other departments and units of the AfCFTA Secretariat in expediting the on-going procurement activities in an effective and efficient manner and completing the activities within the agreed due dates. The work shall be completed in compliance with the applicable rules of the Bank and the AU. The officer is also closely working with the procurement team and SCMD in the AU HQ.

The following are the major responsibilities of the consultants:

  • Participate in overall planning, management, and monitoring of procurement activities of the project by handling each phase of the procurement cycle as per the Bank Procurement Regulation and the provision of the Financing Agreement (FA) and Project Appraisal document (PAD).
  • Collect the requirements from the project office and user units and prepare a consolidated, comprehensive, and complete Procurement Plan considering envisaged implementation time and considering the recent and reliable cost estimate for each procurement method and ensure that the consolidated project procurement plan is updated and maintained. Submit the procurement plan through STEP to world bank for review and no objection after it is reviewed and cleared internally.
  • Ensure that all procurements are undertaken on a competitive basis and /or merits taking in to account of fit for purpose procurement approach.
  • Prepare Specific Procurement Notice (SPN), REOI, Bidding Documents and Request for Proposals (RFP) using the World Bank’s SPD or AU documents consistent with World Bank standard bidding documents (SPD) and follow up next procurement steps for timely accomplishment after bidding document and RFP issuance.
  • Monitor, supervise and participate (as needed) in the collection of data and preparation of technical specifications (in consultation with the project office) for the proper purchasing of services, and goods needed for the project through Performa and / or shopping.
  • Establish register of qualified consultants, including those replying to the request for EOI, for each activity to be carried out under the project.
  • Participate in the assessment of consultants’ qualifications and experience and establishment of shortlists in accordance with Bank’s Consultant manual and Guidelines.
  • Provide guidance to procurement specialists and project teams on the procedures governing the project in procurement of goods, non-consulting service, and selection of consulting firms and individual consultants.
  • Provide close support and guidance to junior procurement staff, monitor adequacy of the number and qualification of the project office procurement staff, and recommend action and closely work with procurement staff at the project office and Head Office.
  • Assist in the operations of bid opening for the procurement of goods and non-consulting services and consultants and in the recording and drafting of the Minutes of bid opening. If required, provide clarification to queries regarding bid documents raised by prospective bidders.
  • Involve in the evaluation of bids, technical proposals and financial offers made for the procurement of goods and non-consulting services and recruitment of consultants (firms and Individual consultants) under the project.
  • Prepare contracts for signature and receive securities.
  • Follow-up the timely receipt of goods and reports by suppliers and consultants in accordance with their respective contracts.
  • Provide close support to the technical staff for the timely completion of works consultancy services contract.
  • Prepare & coordinate procurement correspondence with the World Bank and follow up in all cases in which a “No Objection” is required.
  • Receive bidders and consultants’ complaints and closely work with the relevant officials and staff for the properly and timely addressing of the complaints.
  • Keep records and files of all procurement documentation both in the case of activities subject to prior and post reviews by the World Bank and auditors.
  • Keep accurate records of procurement activities, including purchase register, deliveries, and completion of works, for the use of procurement post-reviews and auditing by the Bank.
  • Review the procurement manual, prepares capacity building training materials, and provide formal and on the job training for procurement staff in the project office and Head Office on the application of the manual and standard procurement documents.
  • Provide assistance to the independent auditors as wells as to the World Bank’s procurement reviewers while reviewing procurement activities of the project.
  • Prepare procurement process tracking and follow-up system, and prepare contract status tracking system, and upload and submit the procurement plan and all documentation at each procurement stage in STEP.
  • Prepare quarterly project procurement performance report and submit it to the project office and procurement sub process team on quarterly basis and provide input to the project performance quarterly report as needed.
  • Carry out any other task as may be deemed necessary by the AfCFTA Secretariat.
  • INSTITUTIONAL AND ORGANIZATIONAL ARRANGEMENTS

The consultants will report functionally to the Procurement Officer in the AU headquarter and administratively to the Building Institutions and Systems to Harness and Realize Agenda (BIASHARA) 2063 Project coordinator

  • QUALIFICATIONS AND EXPERIENCE

The Procurement Expert will have, not limited to, the following qualifications and experience:

  • A MA/MSc in Procurement or Supply Chain Management or Public Administration, Engineering, Business Administration or law or any other relevant field and post graduate training in procurement or related subject, or equivalent by experience;
  • Good knowledge of standard procurement methods and procedures following UNCITRAL model law. Specific knowledge and experience in the WB procurement procedures will be a distinct requirement;
  • six (6) years relevant working experience, of which 3 years’ continuous experience is in procurement at senior level, in the WB projects
  • Knowledge of the WB as well as AUC procurement procedures and documentation will be an added advantage;
  • Experience in training, capacity building and setting up procurement systems in a new organisation will be a distinct advantage;
  • Computer literacy and competence, Microsoft Word, Excel, Access, Power Point;
  • Proven ability to work and interact with people from diverse, professional, social and cultural backgrounds;
  • Fluency in written and spoken English/French. Knowledge of other African Union working languages would be an added advantage;
  • Excellent analytical skills and report writing.
  • OTHER REQUIREMENTS
  • Excellent planning, organising and writing skills;
  • Excellent communication skills, ability to work in multicultural environments, and ease in interpersonal relationships;
  • Reliable and responsible personality and capacity to work under demanding professional circumstances and in an international environment;
  • Excellent coordination and negotiation skills;
  • Excellent organizational and recordkeeping skills;
  • Experience in dealing with senior business executives and government officials;
  • Good team player while being independent and able to work autonomously.
  • REFERENCES

Verifiable references and membership of professional organization(s). Previous work experience in projects funded by the World Bank would be a strong advantage.

  • PERFORMANCE CRITERIA

The performance of the Procurement Expert will be evaluated quarterly. The criteria used to measure his/her performance will be:

  • Timely processing of procurement requisitions;
  • Ability to meet deadlines in terms of procurement;
  • Compliance with procurement procedures foreseen in the Grant, measured by the number of rejected submissions for prior examination and post-review audit findings (technical and financial);
  • Delivery of tendered supplies and services.
  • DURATION AND TIMING

The assignment shall be for a period of 12 months from the date of contract signature, with possibility of extension as permitted by project closing date, resource availability, satisfactory performance, and approval of the appointing authority.

  • DUTY STATION

The consultant will be based in Accra, Ghana, at the AfCFTA Secretariat

  • REMUNERATION

Remuneration is payable on a monthly basis. It is negotiable but based on qualifications and experience and the applicable AU rates for the level of the consultancy. Fees payable do not include costs associated with project related travels, coordination/organization of project related activities and events, stakeholder dialogues, consultations and workshops. The AU will meet these costs.

  • SERVICES /FACILITIES TO BE PROVIDED BY THE CLIENT

The AU shall make the following available:

  • Office accommodation;
  • Computer, Photocopying, Stationary;
  • Facilitation of Visa and
  • Internet Access
  • EVALUATION AND QUALIFICATION CRITERIA

The following technical evaluation criteria will be used to select the appropriate individual consultant:

A. Individual Consultants/specialist educational background – 15 %

B. Individual Consultants/specialist general work experience - 15 %

C. Individual Consultants/specialist relevant work experience in procurement – 60 %

  • Experience in any Donor’s financed Project – 15%
  • Experience in procurement of world Bank financed Project- 35%
  • Knowledge of STEP- 10 %

D. Relevant Training on public procurement and World Bank procurement rules and procedures - 10 %

  • Level of effort and Timetable

It is expected that the assignment will start in end of February 2024.

The African Union Commission now invites eligible Individual Consultants (“Consultants”) to submit their CVs in providing the Services and required documents as per the evaluation and qualification criteria. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
