1. The Government of the Federal Democratic Republic of Ethiopia has received financing from the World Bank toward the cost of the Horn of Africa Initiative: Regional Economic Corridor Project, and intends to apply part of the proceeds toward payments under the contracts for

  • Design and Construction of the Mieso – Dire Dawa Segment of the Addis – Djibouti Regional Road Corridor including Design & Implementation of Intelligent Transportation System (ITS); Lot 1: Mieso – Bike; and
  • Design and Construction of the Mieso – Dire Dawa Segment of the Addis – Djibouti Regional Road Corridor including Design & Implementation of Intelligent Transportation System (ITS); Lot 2: Bike – Diredawa

2. The Ethiopian Roads Administration intends to initially select Applicants for Design and Construction of the Mieso – Dire Dawa Segment of the Addis – Djibouti Regional Road Corridor including Design & Implementation of Intelligent Transportation System (ITS); Lot 1: Mieso – Bike and Lot 2: Bike – Dire Dawa. The project is located in the Eastern part of the country within the bounds of Oromia & Somali regions; and Dire Dawa City Administration. The main length of each contract is approximately 71km. It is expected that the Request for Proposals will be made in May 2024.

The project entails design and construction of a four-lane mainline meeting expressway standard. Further, it requires provision of link roads that cross or connect the mainline expressway, such as links to existing trunk roads and railway crossings; interchanges, underpasses and over-bridges for pedestrian/ vehicular access and animal crossings. The highway shall be furnished with all safety facilities with adequate illumination. Moreover, the project requires design & construction of tolling facilities and an intelligence transport system. The entire infrastructure shall be completed within four years period excluding defects notification and warranty period.

General Experience

Experience under construction contracts in the role of prime contractor, JV member, subcontractor, or management contractor for at least the last Five (5) years, starting 1st January 2019.

Specific Experience

A minimum number of similar contracts specified below that have been satisfactorily and substantially completed as a prime contractor, joint venture member, management contractor or subcontractor between 1st January 2014 and Application submission deadline:

  • Three (3) contracts, each of minimum value US$ 132 Million; Or
  • Two (2) contracts, each of minimum value of US$ 132 Million, but with a total value of both contracts equal or more than US$ 396 Million; Or
  • One (1) contract with a minimum value of US$ 396 Million.
  • Three (3) contracts, each of minimum value US$ 142 Million; Or
  • Two (2) contracts, each of minimum value of US$ 142 Million, but with a total value of both contracts equal or more than US$ 426 Million; Or
  • One (1) contract with a minimum value of US$ 426 Million.

Furthemore, applicants shall also demonstrate specific experiences in the design of similar projects and managing environmental and social aspects both of which shall be met by the applicants or specialized subcontractors.

In case the longlisted applicants meeting the qualification crieria are beyond the minimum number, the Employer will carryout further evaluation to shortlist/screen the long-listed applicants using rated criteria applying additional requirements which includes Past Performance (Experience), Contract/Project Management Capability, Understanding of Employer’s Requirements, and Sustainable Procurement Practices as detailed in the Initial Selection Document.

3. Initial Selection will be conducted through the procedures as specified in the World Bank’s Procurement Regulations for IPF Borrowers September 2023 (“Procurement Regulations”) and is open to all eligible Applicants as defined in the Procurement Regulations.

4. Interested eligible Applicants may obtain further information from Ethiopian Roads Administration at the address given below during office hours from 08:30 a.m. to 12:30 a.m. and 1:30 p.m. to 5:30 p.m. local time from Monday to Thursday and from 08:30 a.m. to 11:30 a.m. and 1:30 p.m. to 5:30 p.m. local time on Fridays, except public holidays. A complete set of Initial Selection documents in English Language may be purchased by interested Applicants on the submission of a written application to the address below and upon payment of a nonrefundable fee of ETB 6,000 or US$ 100. The method of payment will be in cash or direct deposit to ERA’s account in the Commercial Bank of Ethiopia - Sengatera Branch Account No. 01715-33144600, Swift Code CBETETAA. The document will be sent by airmail for overseas delivery and surface mail or courier for local delivery.
