This is a fully electronic tender via GeBIZ. Manual submissions are not acceptable. Tenderers are to submit both Quality Proposal (under Quality Envelope) and Fee Proposal (under Fee Envelope) in GeBIZ.

Other Eligibility Criteria: The Principal Consultant and the following Team Members, i.e. Civil & Structural (C&S) Engineer, Mechanical & Electrical (M&E) Engineer, must be listed on Panel 1 of the BCA"s Public Sector Panels of Consultants ("PSPC").

Only Tenderers who have been shortlisted under the 1st stage tender are eligible to participate in the 2nd stage of the 2-stage QFM Tender.

The Tenderer shall not be debarred by the Standing Committee On Debarment, of the Ministry of Finance, from participating in public sector projects at any time from the date of Tender Closing until the date of Contract Award. For clarity, any Tenderer who is so debarred shall have its Tender Proposal precluded from further evaluation by the Employer.

The Tenderer must not be restrained, under JTC"s Internal Tendering Restraint System for Consultants, from participating in JTC"s projects at the date of Tender Closing.
