Request for Express of Interest

International Logistics Assessment and Evaluation Consultant

for Sub-Component 2.1

(Ref. No. ICS-011, Project ID No. P176088; IDA Credit No. 7102-LA)

The Ministry of Public Works and Transport (MPWT); Ministry of Agriculture and Forestry (MAF); Ministry of Industry and Commerce (MOIC); Ministry of Public Security (MOPS); Ministry of Planning and Investment (MPI), Ministry of Health (MOH) and Ministry of Finance (MOF) of Lao PDR had received financial support from the World Bank’s (WB) International Development Association (IDA) to implement the Southeast Asia Regional Economic Corridor and Connectivity (SEARECC) with a project duration of six (6) years starting from middle of year 2022, and intends to apply part of the proceeds for consulting services.

The proposed of SEARECC seeks to improve the domestic and regional transport connectivity and logistics facilities, with associated policy reforms for increased economic activities along selected transport corridors in Northern Lao PDR. The project scope includes improvement of transport connectivity and logistics services in Lao PDR, trade facilitation, border crossing control management, and agriculture trade along the NR2 corridor and five provinces in the corridor catchment area. National Road 2 (NR2), 295 km long and a part of ASEAN highway No. 13. SEARECC consists of five (5) components as follow : (1) Lao PDR and Regional Connectivity Enhancement, (2) Logistics Services Development and Vorder-Crossing Management, (3) Strengthening Institutional Capacity and Regulatory Framework in Agriculture, Transport, and Investment Planning, (4) Project Management and (5) Contingency Emergency Response.

Department of Transport (DOT), MPWT is seeking an International Logistics Assessment and Evaluation Consultant to support Sub-component 2.1 to providing advisory services for the preparation of (i) a review of the current applicable cross-border transport and logistics related legal and policy making documents covering also cross-border rules and quotas applying to foreign services and how they differ from international practices, including within ASEAN; (ii) an assessment of the overall country logistics operating environment; (iii) a review and evaluation of the existing regulatory framework i.e. the law on multi-modal transportation (ref. no. 28/NA dated 18 December 2012 and the regulation on dry ports (ref. no. 513/GOV dated 4 August 2021), the regulations applying to logistics service providers (i.e. regulation of entries for trucking companies and LSP, transport documentation and consistency between what customs, transport and police may ask for goods moving through the country by truck), as well as the application & suitability of dry port tariffs, identification of the likely gaps, barriers, and drivers of the national logistics business enabling environment, with specific consideration on the attraction of private investors; (iv) an assessment of the country’s logistics governing ecosystem (i.e, infrastructure, customs, international shipments, tracking, tracing, timelines systems, legislation, and policy -making environment, including the newly established and planned railway network(s)); and (v) list(s) of legislative, institutional and operational improvement recommendations.

The International Consultant will work under the supervision of the designated representative of DOT, and the overall supervision of the Component Management Unit (CMU), Director General of DOT, MPWT, and SERAECC_PMU.

The SEARECC Project Procurement Committee now invites eligible individual consultants to indicate their interest in providing the Services. Interested Consultant should provide information (CV, Expression of Interest, other supporting information, if any) demonstrating that s/he has the required qualifications and relevant experience to perform the Services. In order to qualify for this position, the candidates shall meet the following experience and competence requirements:

  • A master’s degree in supply chain & logistics operations, international transport, trade law, or relevant fields;
  • At least 10 years of experience in providing similar services or at similar positions in developing countries, related to transport and logistics improvement, policy making and development projects;
  • Proven deep and demonstrative research and/or practical experience in regulatory and operational framework assessments in the field, including analysis of regulation, local capacities, best practices, etc.;
  • Good knowledge, skills and experience in Public-Private Partnership (PPP) development is an added value; such experience under WB/ADB projects is an advantage;
  • Experience in working with governments, and knowledge of the organizational arrangements of public sector; such experience in Southeast Asia would have been an advantage;
  • Knowledge regarding trends in digital logistics operation topics will be considered as a plus;
  • Excellent knowledge, communication, and presentation skills in English.

The attention of interested consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” 4th edition of November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. A Consultant will be selected in accordance with the Competitive Selection of Individual Consultants method set out in the Procurement Regulations.
