The Government of Grenada has received financing from the World Bank toward the cost of the OECS Regional Health Project and intends to apply part of the proceeds for consulting services.

Under component one (1) Improved Health Facilities and Laboratory Capacity – funding is available to Government of Grenada (GoG) for strengthening the resilience of Grenada’s Public Health Preparedness and Response to manage the challenges from new, emerging, and re-emerging diseases, by financing activities to enhance the laboratory infrastructure and build capacity of staff, through accreditation.

The Central Procurement Unit acting on behalf of the Ministry of Health, Social Security and International Business now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The selection criteria are:

• Minimum of ten (10) years’ experience in the role of licensing and accreditation of health care facilities in developing countries.
• Minimum of seven (7) years of specific experience in Laboratory Quality Systems design and implementation.
• Minimum of five (5) years of experience in conducting ISO Quality Management System audits and certification.
• Minimum of five (5) years’ experience in Continuous Quality Improvement Systems design and implementation in developing countries including Latin America and the Caribbean Region (LAC).
• Proven records of at least three (3) assignments related to the Laboratory Accreditation process or similar accreditation processes associated with ISO 15189 or similar;
• Demonstrated ability to provide the following expertise (assessing and updating policies, procedures, and guidelines) for the components of the accreditation process.
• Proven ability to engage (coordination and working) with national counterparts (including senior government officials at national and state level), partners, stakeholders of Public Health

Qualifications and experience of Key Experts will not be evaluated.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, revised November 2017 and August 2018 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Consultant Qualification Based Selection (CQS) method set out in the Procurement Regulations.
