(Consultant Services – Firm Selection)

Assignment Title: For Selection of Consultant for Works Contract Administration, Construction Supervision and Design Modification/Review (If any)

Under the Ministry of Labor and Skills, Holeta Polytechnic College has received financing from the World Bank toward the cost of the East Africa Skills for Transformation and Regional Integration Project (EASTRIP). Holeta Polytechnic College as one of the beneficiaries of the project intends to apply part of the proceeds for selection of a competent consulting service.

The consultant is expected to undertake Works Contract Administration, Construction Supervision and Design Modification/Review (If any) for the construction work already under implementation. Thus, the Consultant shall fulfill all the duties and responsibilities of the Engineer and the Engineer’s Representative, as detailed under the contract for construction of the Works. The Services consist of furnishing complete engineering services in all respects, including all field and office work in strict accordance with the highest standards of the civil engineering profession and with proper interpretation of the duties and responsibilities of the Engineer.

The Holeta Polytechnic College now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants are requested to provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The short listing criteria includes: Core Business and Years in Business, years of experience in Works Contract Administration, Construction Supervision and Design preparation, technical and managerial organization of the firm, and general qualification and number of key staff qualifications and experience of the firm such as relevant experience & technical and managerial capability of the firm.

Interested consultants may obtain further information at the address below during office hours from 8:30 A.M. to 12:30 P.M. & 1:30 to 5:30 P.M. Local Time from Monday to Thursday and from 8:30 to 5:30 A.M. & 1:30 to 5:30 P.M. Local Time on Friday. Expressions of interest must be submitted by email or delivered in person to the address below at or before 4:00 P.M. Local Time on 23 November 2023. A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 and its latest revision (“Procurement Regulations”).Consultant may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

This is a detailed Expression of Interest with all the required Terms of Reference which can be obtained at the address given below. Any documents submitted with this EOI will not be returned and all expenses related to participation in this Expression of Interest shall be borne by the applicants.
