Assignment Title: Recruitment of Individual Consultant to Develop the Project Procurement Strategy for Development (PPSD) and Procurement Plan
Background and Project Description
The Government of The Gambia has received financing from the World Bank toward the cost of the Gambia Resilience, Inclusive, Skills and Equity (RISE) Project, and it intends to apply part of the proceeds to payments for goods, works, related services and consulting services to be procured under this project. The Project Development Objective is to improve foundational learning of students, increase access to job-relevant training and income generating opportunities for youth, and expand safety nets to the poor and vulnerable in The Gambia. The project is comprised of 4 mutually reinforcing components: 1) Improve foundational learning outcomes; 2) Increase access to labour-market relevant Technical and Vocational Education and Training (TVET) programs; 3) Expand and enhance social safety nets to improve the incomes and productivity of the poor; 4) Support for multi-sectoral project coordination.
Project Beneficiaries. Key project beneficiaries will be out-of-school youth aged 18-35, both with and without secondary education, with an emphasis on those in the inland regions. This core demographic will benefit from upskilling or reskilling via the TVET and the Social Protection interventions. Other complementary beneficiaries include in-school children in grades 1-3 as well as pre-service and in-service teachers, and youth household heads or first spouses from poor and vulnerable communities, who will receive cash transfers. A detailed result monitoring framework and indicators will be developed during project preparation.
The project is comprised of 4 mutually reinforcing components:
Component 1: Improve foundational learning outcomes;
Component 2: Increase access to labour-market relevant Technical and Vocational Education and Training (TVET) programs;
Component 3: Expand and enhance social safety nets to improve the incomes and productivity of the poor;
Component 4: Support for multi-sectoral project coordination.
The Ministry of Finance and Economic Affairs (MOFEA) intend to use part of the funds available under the Gambia Resilience, Inclusive, Skills and Equity Project to recruit an individual consultant to develop the Project Procurement Strategy for Development (PPSD) and detailed Procurement Plan. The PPSD shall address how procurement activities will support the development objectives of the project and deliver the best Value for Money under a risk-managed approach.
The consultant is expected to use the short form of the PPSD and this shall include:
The Consultant shall submit a Final Report including a summary of results and findings of the consulting services, along with the PPSD and the Initial 18-months Procurement Plan.

Submission of Expressions of Interest:
The Gambia Fiscal Management Development Project now invites eligible individual consultants to express their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the services.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” dated September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
A Consultant will be selected in accordance with the Individual Consultants (IC) selection method set out in the Consultant Guidelines. Further information can be obtained at the address below during office hours from 09:00 to 16:00 Monday to Thursday and 09:00 to 12h20 on Friday.
