  • The Government of Saint Vincent and the Grenadines has applied for financing from the World Bank toward the cost of the Strengthening Health System Resilience Project and intends to apply part of the proceeds toward payments under the contract for “Construction the Arnos Vale Acute Care Hospital (AVACH)”. This contract will be jointly financed by the OPEC Fund for International Development. Procurement process will be governed by the World Bank’s Procurement Regulations.
  • The Ministry of Finance, Economic Planning and Information Technology intends to prequalify contractors for “Construction of the Arnos Vale Acute Care Hospital”, SVG-SHSRP-W-RFB-1.

The hospital is designed for 135 beds and has a gross area about 18,686 m2. The AVACH will provide services as a general hospital but without maternity, paediatrics and neonatal services. The construction period is 36 months.

Applicants are expected to meet the following key qualification requirements:

  • access to, or availability to, liquid assets, unencumbered real assets, lines of credit, and other financial means (independent of any contractual advance payment) sufficient to meet the construction cash flow requirements estimated as six million US Dollars (US$6,000,000) for the subject contract net of the Applicants other commitments.
  • minimum average annual construction turnover of thirty million US Dollars (US$30,000,000), calculated as total certified payments received for contracts in progress and/or completed for the best five (5) years within the last seven (7) years, divided by five (5) years.
  • experience under construction contracts in the role of prime contractor, JV member, subcontractor, or management contractor for at least the last twelve (12) years, starting 1st January 2012.
  • at least two contracts of minimum value US$58 million each or one contract of minimum value US$116 million for construction of hospitals for at least 100 beds using the same methods and technology as described in the Prequalification Document
  • a minimum construction experience in the following key activities successfully completed as prime contractor, joint venture member, or sub-contractor between 1st January 2016 and Application submission deadline:
  • construction of at least two (2) buildings with area of at least 15,000 m2 using reinforced concrete shear wall structures resistant to Category 5 Hurricane and corresponding to requirements for Seismic Design Category D and Building Occupancy Category IV
  • at least two (2) contracts for in-situ concrete construction works for at least 17,000 m3
  • construction of asphalt roads and exterior parking lots for at least 15,000 m2
  • soil improvement with aggregate columns for at least 4,000 m3
  • supply, installation, commissioning and testing of equipment and systems using low-carbon technologies such as
  • solar panels with capacity of at least 1 MW
  • mixed-mode/hybrid ventilation with heat, ventilation and air conditioning system for airconditioned area of at least 8,000 m2
  • supply, installation, commissioning and testing of fire detection and fire suppression systems:
  • water storage tank with minimum capacity of 200 m3
  • fire pumps with capacity of at least 2,500 l/min at 600 kPa
  • automatic sprinklers with the operation area of at least 8,000 m2
  • fire alarm covering the area of at least 15,000 m2
  • supply, installation, commissioning and testing of oxygen supply system implemented for at least 100 beds and
  • waste-water treatment with a minimum daily capacity of 60 m3.

Activities (iii) through (viii) may be met though specialized sub-contractors.

  • specific experience in managing Environmental and Social aspects as prime contractor, joint venture member, or sub-contractor between 1st January 2016 and Application submission deadline, including:
  • dust, air and noise emission, runoff and erosion control
  • access control, traffic disruption, and traffic accidents
  • community health and safety including hygiene and spread of disease caused by the construction and labour influx
  • hazardous and non-hazardous waste management
  • soil contamination
  • occupational health and safety
  • gender equality, discrimination, unequal pay, sexual exploitation and abuse and sexual harassment.
  • availability of:
  • organizational quality management, environmental or health and safety system(s) in accordance with the principles of ISO9001, ISO14001 or ISO45001 or equivalent standards;
  • a Code of Conduct and associated disciplinary system;
  • a project-level policies, procedures and mechanisms for management of Environment, Health and Safety issues; and
  • dedicated personnel such as Environmental Specialist, Social Specialist and Health and Safety Specialist to manage risks throughout construction.

It is expected that the Request for Bids will be issued in January 2024.

  • Prequalification will be conducted through the procedures as specified in the World Bank’s Procurement Regulations for IPF Borrowers, dated September 2023 (“Procurement Regulations”), and is open to all eligible Applicants as defined in the Procurement Regulations.
  • Interested eligible Applicants may obtain further information from the Project Coordination Team (PCT) within the Public Sector Investment Programme Management Unit (PSIPMU) the Ministry of Finance, Economic Planning and Information Technology (MoFEPIT) at the address below during office hours between 09:00 am and 04:00 pm.

A complete set of prequalification documents in English will be sent by email to interested Applicants upon the submission of a written application to the below address quoting “Request for Prequalification Documents for “Construction of the Arnos Vale Acute Care Hospital”, SVG-SHSRP-W-RFB-1” and including e-mail address and other contact details of Applicants for which the prequalification documents are being requested.

  • Applications for prequalification should be submitted in clearly marked envelopes and delivered to the address below by 03:00 pm on December 15, 2023. Late applications may be rejected.
