The Federated States of Micronesia (FSM) has received financing from the World Bank (WB) toward the cost of the Digital FSM Project, and intends to apply part of the proceeds for consulting services.

The Senior Finance Specialist will be responsible for providing financial support and advice to the Central Implementation Unit (CIU), Project Implementation Units (PIUs), and Implementing Agencies (IAs). This will be undertaken in compliance with applicable accounting standards, the provisions of the Legal Agreement and Financing Agreement with the WB, and the National Government laws and regulations.

The detailed Terms of Reference (TORs) for the assignment may be obtained through the Federated States of Micronesia Department of Finance & Administration website (www.dofa.gov.fm) or by e-mailing to the address indicated below in this REOI.

The FSM National Government’s Department of Finance and Administration (DoFA) now invites eligible individual Consultants to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (attach curriculum vitae with description of experience in similar assignments, similar conditions, etc. and details of two references).

The criteria for selecting the Consultant are:

Mandatory

  • A post graduate qualification in accounting, Finance, or Business Administration or a related discipline.
  • Certified Public Accountant or equivalent;
  • At least ten (10) years of experience in an assignment where the terms of reference included planning, forecasting and risk management;
  • At least five (5) years of experience in leading a finance unit;
  • Experience in the design and implementation of Financial Management systems and the development of training and manuals for the delivery of Financial Management actions;
  • Experience in overseeing project and/or portfolio financial management implementation and preparation of financial statements
  • Knowledge and experience with the World Bank financial management systems and reporting processes
  • Fluency in both written and spoken English.

Desirable

  • MBA Finance/ Masters in Commerce
  • Candidates with professional certification of recognised accounting bodies (added advantage);
  • At least five (5) years of experience in development and management of budgets;
  • Knowledge and experience of World Bank financial guidelines and/or regulations;

Duration and Location

The Senior Finance Specialist will be based in Palikir, Pohnpei, Federated States of Micronesia. Initial contract period will be twelve months and an extension will be subject to satisfactory performance and availability of funds.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

TERMS OF REFERENCE

A. Background

The Government of the Federated States of Micronesia (FSM) received financing from the World Bank to support development activities within the FSM. The active and pipeline portfolio include projects in the sectors of Energy; Fisheries; Information and Communication Technologies; Public financial management strengthening; Skills and Employability Enhancement; Maritime, Roads Investment and Education.

To support the preparation and implementation of World Bank financed projects the Government of FSM is strengthening its capacity in core cross cutting functions including financial management, environmental and social safeguards and procurement by establishing a Central Implementation Unit (CIU) within the Department of Finance and Administration (DoFA).

The CIU was then established to:

  • Support preparation, implementation and closure of all World Bank funded projects;
  • Provide expertise in the areas of program management, finance, procurement, communications, safeguards and monitoring and evaluation;
  • Support capacity building for national consultants;
  • Act a shared service center to reduce duplication of efforts, decrease fragmentation, promote synchronisation between implementing units and reduce costs in the long run.

The Central Implementation Unit (CIU) was established to provide assistance in project preparation, implementation and closure for all World Bank funded projects.The vision of the CIU is to reduce service duplication within FSM by integrating service functions (program management, finance, procurement, communications, safeguards, monitoring and evaluation) under a single department.

To this end the Government of FSM, through the CIU, is seeking to engage a Senior Finance Specialist to head the Finance and Portfolio Support team of the Unit.

The senior finance specialist will lead the finance team to strengthen the CIU’s financial management capacity to effectively support project design and implementation and ensure compliance.

This role requires strong communication and collaboration skills, alongside a track record of leveraging financial and portfolio management expertise to support achievement of project development objectives and economic development.

B. Scope of work

The Senior Finance Specialist will be responsible for leading the Finance unit and ensuring financial management compliance for the World Bank portfolio. This also includes providing financial advice to the Project Implementation Units (PIUs), and Implementing Agencies (IAs). This will be undertaken in compliance with applicable accounting standards, the provisions of the Legal Agreement and Financing Agreement with the WB, and the National Government laws and regulations.

The Senior Finance Specialist will:

Specific tasks:

  • Provide leadership and direction for the finance unit (which includes a senior finance officer and finance officers;
  • Provide strategic advice to support financial decision making within the Project Implementation Units, and Implementing Agencies;
  • Support project preparation activities including development of the project business case, costing and assessment of post project implementation sustainability (where applicable);
  • Oversee project budgetary process including budget preparation, budget revision, budget execution and its monitoring and evaluation on a timely manner as per the financing agreement.

General tasks:

  • Ensure effective application and compliance with Financial Management Standards, CIU’s Standard Operating Procedures and Process Maps to deliver quality services to the PIU’s and produce accurate financial reports;
  • Review and establish project and portfolio financial systems to increase transparency and accountability for funds received and ensure compliance with standard financial management procedures, controls and systems;
  • Ensure strong project and portfolio internal controls measures are in place and implemented adequately, including up-to-date registers, books of accounts and records to meet the government and donors’ requirements;
  • Provide guidance with annual financial planning and tracking expenditures in relation to PIU’s annual work plans;
  • Coordinate with PIUs to prepare realistic cash forecasts on a quarterly basis;
  • Track individual project commitments, performance reports, and performance variance analyses for monthly submission to the PIU Project Managers;
  • Coordinate with the PIU Project Managers and CIU Program Manager to track and forecast the financial performance of the portfolio for compliance with budgetary limits;
  • Ensure quarterly submission of project advance/replenishment applications and reconciliation with the client connection.
  • Performance project/ portfolio analysis to support DoFA in planning for current and new projects;
  • Prepare periodic risk reports on key and emerging portfolio financial risk;
  • Oversee the project"s external audit process, to ensure timely preparation of annual financial statements, response to audit query and submission of audit reports
  • Support the Program Manager with on-boarding activities for new CIU and PIU staff, contribute to the on-going training, coaching, and mentoring of the CIU finance team and guidance for the PIUs.

C. Capacity Building Activities

  • General training of Project Implementation Unit staff on management of project finances – “classroom” and “on-site”.
  • Provide leadership and coaching to team members of the Central Implementation Unit finance team on financial management, risk management and financial including on job training to the Central Implementation Unit finance team.

D. Desired Skills, Qualifications & Experience

E. Duration, Location, and Conditions

The duration will be for one year with the opportunity to extend based on performance and the financing approval.

The position is a full-time position to be located in Palikir, Pohnpei, Federated States of Micronesia and will require local travel to the other three states of FSM.

The Government of FSM will provide office space, general office supplies and office equipment.
