• The Government of Sint Maarten has received financing from the World Bank toward the cost of the Emergency Recovery Project-1 and intends to apply part of the proceeds toward payments under the contract for Renovation of School Gyms.
• The National Recovery Program Bureau now invites sealed Bids from eligible Bidders for SX-NRPB-386118-CW-RFB- Renovation of School Gyms.

Bidding will be conducted through international competitive procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers Procurement in Investment Projects Financing” July 2016, revised November 2017, August 2018 and November 2020 (“Procurement Regulations”) which can be found at the following website: www.worldbank.org , and is open to all eligible Bidders as defined in the Procurement Regulations.

• This tender follows an electronic procurement procedure further elaborated in ITB 21 of this document. Encrypted/Password Protected Bids must be sent to procurement@nrpbsxm.org on or before Thursday November 30, 2023 @ 10:00 AM (AST).

Encryption Key/and or password must be sent to pool@bakertillycuracao.com on Thursday November 30, 2023 between 10:01 AM (AST) and 11:00 AM (AST). Late Bids will be rejected. Bids will be opened by Video Conference in the presence of the Bidders’ designated representatives on Thursday November 30, 2023 at 11:00 AM (AST). Confirmation of receipt and video conferencing information will be shared upon receipt of timely Bids.

Documents that must be signed by an authorized representative should include language that digital copies of these documents will be treated as if they are originals. Original documents may be requested as part of the evaluation process and will be verified by the Employer before the signing of the contract.

DocuSign may be used for the submission of legal documents (such as the Letter of Bid Securing Declaration, Authorizations, etc.) and for Contract Signing.

• All Bids must be accompanied by a Bid-Securing Declaration. Documents such as Bid form, Bid securing declaration and power of attorney should include language stating that copies of these documents will be treated as if they are originals.
• Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
