1. General Information about the Project

The Ministry of Industry and Technology of Republic of Turkey (MoIT) has received grant financing in the amount of EUR 39,500,000 (thirty-nine million five hundred thousand Euros) from the European Commission Development Fund (ECDF) toward the cost of the Social Entrepreneurship, Empowerment and Cohesion in Refugee and Host Communities in Turkey Project (SEECO) .

In this context, the MoIT, Directorate General of Development Agencies, invites eligible firms to express their interest in providing the services for the evaluation of the project. Relevant firms should provide information and documents demonstrating their qualifications to perform these services.

Interested consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The following information is preferred to be provided to evidence the related experience on similar works:

• The Client and contact information,
• Source of financing,
• Information on contract amount and scope,
• Commencement and completion date.

The Consultant will demonstrate the appropriate balance of the following skills and qualifications.

• Experience in conducting institutional capacity need assessments for national and local level public authorities and private sector. (15 scores)
• Experience with carrying out need assessment under projects financed by donor agencies in Türkiye, such as World Bank, USAID, DFID, SDC, UNDP, and other UN agencies. (15 scores)
• Experience in conducting qualitative and quantitative research methods in assessment projects in remote areas of Türkiye. (20 scores)
• Direct experience in organizational development, capacity strengthening in the project specific area. (20 scores)
• The consultants are needed in the following specified areas: organizational development, stakeholder engagement, change management, advocacy and outreach, evidence-based decision making, professional development and public and private sector training, learning and knowledge management and monitoring and evaluation. (30 scores).

A consultant will be selected in accordance with the Consultant’s Qualification – Based Selection (CQs) method set out in the World Bank"s Procurement Regulations for IPF Borrowers: Procurement in Investment Project Financing (Goods, Works, Non-Consulting and Consulting Services) (November 2020).
