Expression of Interest (EOI)

Consulting Services:

Implementation Support for Environmental and Social Activities for the Greater Cairo Air Pollution Management and Climate Change Project.

Greater Cairo Air Pollution Management and Climate Change Project invites eligible and qualified consulting firms to express their interest in providing implementation support for environmental and social activities for the Project.

Scope of Work:

The selected consulting firm will be responsible for providing comprehensive implementation support for environmental and social activities related to the project. The scope of work includes, but is not limited to, the following:

  • Environmental and Social Impact Assessment (ESIA): Conduct detail Environmental and Social Impact Assessment for the closure plan of the Abu Zaabal Dumpsite in accordance with the national laws and the World Bank ESF. While conducting the ESIA, the awarded consultant will coordinate with the Consultant of Component 2 to ensure integration of ESIA findings in the engineering feasibility studies.
  • Environmental and Social Management Plan (ESMP): Prepare Environmental and Social Management Plan for two transfer stations in Qaluybia Governorate.
  • Implementation of Livelihood Restoration Plan (LRP): Support the Project Coordination Unit (PCU) and the Technical Implementation Unit (TIU) in the implementation of the Livelihood Restoration Plan (LRP) that will be prepared by the Consultant of Component 2.
  • Update the existing environmental and social instruments of the Project: update the Project instruments as the Stakeholder Engagement Plan, Labor Management Procedures, Environmental and Social Management Plan, Grievance Redress Mechanism Manual, Sexual Exploitation and Abuse and Sexual Harassment Prevention and Response Action Plan, etc. if required.
  • Monitor the implementation of the Environmental and Social Management Plans for all the Project components: During construction, the consultant will ensure that all environmental, social and health and safety mitigation measures as stipulated in the different ESF instruments are being fully adhered to and that effective supervision and monitoring systems are in place.
  • Support in the Stakeholder Engagement Activities: The consultant will support the PCU in the implementation of the Stakeholder Engagement Plan including its update – as needed, and during the consultation sessions.
  • Conduct a Capacity Need Assessment and Training Plan for the PCU, TIUs and the project partners: The consultant will conduct meetings with the project PCU and TIUs to address their capacity building needs in the E&S field.
  • Assess the needs of waste pickers, including women, to integrate them in the waste management chain: Targeted capacity-building, and livelihood enhancement activities for informal waste pickers/recyclers in Qalyubia Governorate, with tailored activities targeting female workers are required.
  • Any other activities related to the Environmental and Social services: The consultant will support the PCU in any other activities related to the environmental and social services in the project to ensure compliance with the World Bank ESF, the E&S instruments and with the national environmental and social regulations.

Qualifications and Experience:

Interested consulting firms should meet the following minimum qualifications and experience:

  • The Consulting Firms must be, at least, 10 years in business. The Consulting firms must have minimum 10 years’ experience in undertaking environmental and social impact assessment studies, livelihood restoration plans, monitoring and evaluation, capacity building and trainings. In addition, familiar with World Bank Environmental and Social Guidelines and Standards, and relevant regulatory frameworks.
  • The Consulting firms must have completed at least 5 assignments in environmental and social impact assessment studies of comparable size and complexity in (i) Baseline studies (ii) Institutional, Legislative and Regulatory considerations (iii) Stakeholder Consultation (iv) Project Impact Analysis (v) Environmental and Social Management Plan (vi) Alternative project solutions. In addition, implementing at least 3 livelihood restoration plans.
  • The Consulting firm should have qualified personnel with expertise in ESIA, ESMP, capacity building and monitoring and evaluation.
  • The list of qualified personnel must include Team Leader, Environmental Expert, Social /Gender Expert, Occupational Health and Safety Expert, Other non-key experts e.g., ecologist, legal expert, civil engineer, and others as needed for the timely delivery of the specific tasks.

Submission of Expressions of Interest:

Interested consulting firms are requested to submit their Expressions of Interest, including the following information:

  • Company profile: Provide a brief overview of the consulting firm, including its expertise, experience, and key accomplishments.
  • Previous Projects experience: Highlight relevant projects experience in carrying out the above-mentioned activities.
  • Team composition: Present the proposed team structure, including the roles, qualifications, and experience of key personnel who will be involved in the project.
  • References from previous clients or organizations for similar projects i.e., completion certificates / relevant documentary proof.

Expressions of Interest must be submitted in one original and three copies additional Softcopy in flash memory, to Address: 12 C El Hadara Building, El Fustat El Gedida, Old Cairo, Cairo - Egypt attention Dr. Mohamed Hassan the project coordinator, no later than Oct 24, 2023.
