The Eastern Nile Technical Regional Office ENTRO has received financing from the World Bank toward the cost of the Regional Climate Resilience Program for Eastern and Southern Africa (NCRP) and intends to apply part of the proceeds for individual consulting services.
The consulting services (“the Lead Technical Specialist”) is to lead and coordinate the project activities both ENTRO and NELSAP-CU under RCRP. This will be achieved by leading and coordinating efforts between the ENTRO and NELSAP and providing technical leadership on all implementation and supervision of project activities. These ensures timely and high-quality project implementation and achievement of project objectives. The consultant will be working to directly supervise and monitor all RCRP activities from ENTRO and closely coordinate with NELSAP-CU staff. ENTRO is the leading implementing entity for the joint project activities implemented by both ENTRO and NELSAP-CU. He/she will be working very closely with the ENTRO management, under the supervision of the Senior Regional Projects Coordinator (SRPC), and closely working with the NELSAP-CU, World Bank task team and relevant RCRP and NBI working groups to make sure the successful delivery of the project as described in the Terms of Reference(TOR). He / She will also be part of the Regional Steering Committee (RSC), which includes the countries of Comoros, Madagascar, Mozambique, and South Sudan, in addition to the two regional implementing agencies NBI/ENTRO and SADC. Lead and guide ENTRO’s implementation of the RCRP project, in close coordination with technical specialists at NELSAP-CU and at the Ministry of Water Resources and Irrigation in South Sudan. Coordinate RCRP interventions implemented by ENTRO and NELSAP-CU with RCRP interventions implemented by the Ministry of Water Resources and Irrigation of South Sudan, to maximize synergies and ensure alignment. Coordinate and supervise the flood management and feasibility studies planned under RCRP and ensure cross-fertilization of lessons learned between ENTRO, NELSAP-CU and the Ministry of Water Resources and Irrigation in South Sudan.
The position will be stationed at ENTRO’s headquarters in Addis Ababa, Ethiopia. The duration of services is 2.5 years with the probation period of 6 months. The contract will be renewed annually upon satisfactory performance and availability of budget.
The Eastern Nile Technical Regional Office (ENTRO) now invites eligible Individual Consults (“Consultants”) to indicate their interest in providing the Services. Interested Individual Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The short-listing criteria include: professional capability and experience to perform the services ;( qualification, description of similar assignments, relevant work experience in similar conditions, knowledge of the working environment, coordination and managing projects, availability of appropriate skills and Language proficiency, etc.). The attention of interested Consultant is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations of Procurement for Investment Project Financing (IPF) Borrowers” July 2016,revised November 2017, August 2018, and November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. In addition, please refer to the following specific information on conflict of interest related to this assignment on conflict of interest related to the assignment as per paragraph 3.17 of the Procurement Regulations for Investment Project Financing (IPF) Borrowers.
A Consultant will be selected in accordance with the Individual Consultant Selection method, Procurement Regulations for Investment Project Financing (IPF) Borrowers, Goods, Works, Non-Consulting and Consulting Services, November 2020.
